Job summary

Carefor is seeking a Payroll Manager to lead our payroll function in Eastern Ontario, ensuring accurate, timely bi-weekly payments in a unionized environment. You will oversee staff, maintain compliance with collective agreements, and drive payroll standardization.

The role requires expert knowledge of Ontario employment standards, strong Excel skills, and experience with HRIS systems such as Quadrant HRIS; Alayacare scheduling is a plus.

Overview

Reporting to the Controller and working closely with Human Resources, and Operational departments, the Payroll Manager is responsible for ensuring that Collective Agreements, employment agreements and legislative pay requirements are maintained in accordance with Carefor’s payroll policies and schedules and employee terms & conditions of employment.

The Manager maintains up to date knowledge of changes to relevant legislation (e.g., employment standards, Ministry of Labour, CRA requirements), and is accountable for ensuring that Carefor’s practices are aligned and in compliance with legislative requirements.

The Manager coaches and mentors’ staff to achieve individual and strategic organizational objectives and plays an active role in planning, promoting, and implementing process improvement and payroll standardization initiatives. The Payroll Manager will lead the implementation of common pay set up and pay practices across Carefor programs and sites.

Responsibilities
  • Oversee bi-weekly payroll functions to ensure pay is complete, accurate and issued per schedule. Analyze and resolve pay variances or anomalies.
  • Manage and direct payroll staff including hiring, training, and performance appraisals.
  • Ensure compliance to Collective Agreements and Carefor pay policies and practices.
  • Oversee system configuration to ensure pay set-up follows best practices and legislation in collaboration with Human Resources, Finance guidelines, and pension administration requirements.
  • Develop and document operating policies, procedures, and standards for compliance across the organization.
  • Develop and establish relevant KPI metrics and periodic management reports
  • Ensure appropriate payroll records are maintained. Promote use and conversion to electronic records.
  • Review and approve payroll reconciliations on a timely basis
  • Establish and monitor processes to respond to employee inquiries. Ensure timely handing and resolution of concerns.
  • Ensure timing preparation and distribution of T2200’s and ROE’s.
  • Primary liaison with financial and government agencies and auditors.
  • Lead standardization and payroll process improvement initiatives. Participate as subject matter expert for payroll in corporate wide projects.
  • Support collective agreement negotiations with analysis and data
  • Functions in accordance with Occupational Health and Safety Legislation, established Carefor policies and procedures, best practices, and other legislative requirements.
  • Promote professional development.
Qualifications
  • Payroll Compliance Practitioner (PCP) designation is mandatory; Completion or advanced enrollment in a Certified Payroll Manager (CPM) program.
  • Post-secondary degree/diploma in a business administration/payroll program
  • Minimum of 7 years’ experience in a complex payroll environment for a large group of employees with multiple unions.
  • Experience hiring, supervising, and coordinating payroll department staff.
  • Advanced proficiency with payroll programs and applications; experience with Quadrant HRIS an asset.
  • Advanced level proficiency in Microsoft Excel.
  • Experience with Alayacare scheduling an asset
  • In depth knowledge of Ontario Employment Standards, Labour Relations Act, and other applicable legislation.
  • Demonstrated ability to handle confidential information and work under pressure.
  • Strong verbal and written communication skills.
  • Effective problem solving, analytical thinking and decision-making skills.
  • Ability to manage multiple, time sensitive priorities
  • Effectively communicate both verbally and in writing; bilingualism is considered an asset
