Responsibilities

PRIMARY PURPOSE

The Senior Manager for the Rail Division Safety and Security is a pivotal role responsible for providing strategic leadership and oversight in ensuring a culture of safety and security within the rail division. This position involves managing and guiding a team, collaborating with the Director to develop comprehensive safety strategies and plans, and overseeing compliance with regulatory standards. Manages and provides direction in the development, implementation, and delivery of BCRTC and West Coast Express (WCE) Integrated Management System and security standards. Manages safety and security initiatives to support passenger, employee, contractor and system safety requirements. Ensures compliance with all related policies and regulatory requirements and participates in the company’s interactions with regulatory agencies (WSBC / TSBC / TC). The Senior Manager is accountable for budgetary management and the implementation of robust safety and security programs, while engaging effectively with the Executive / Senior Leadership Team (ESLT) and the board of directors.

Key Accountabilities

Leadership and Direction:

Provides strategic direction and leadership to staff, emphasizing the significance of teamwork and individual

performance in achieving departmental goals.

Collaborates closely with Executive / Senior Leadership team and the Director to develop both short-term and long term safety strategies aligning with the rail division's broader objectives.

Financial Oversight

Oversees and manages departmental expenditures, assisting in the preparation of the departmental budget in

collaboration with the Director.

Safety And Security Management

Develops, implements, and oversees the Integrated Management System, safety, and security programs, ensuring

compliance with applicable regulations and standards.

Manages projects and initiatives aimed at promoting safe work practices and policies, mitigating risks, and

eliminating harm or damage risks.

Compliance And Regulatory Liaison

Ensures compliance with WorkSafe BC (WSBC) regulations, Technical Safety BC (TSBC) standards, Transport

Canada regulations related to WCE and other relevant safety and security standards.

Liaises with external regulatory bodies such as WSBC and TSBC, managing investigations and ensuring adherence

to regulatory requirements.

Program Development And Implementation

Implements standards, practices, policies, and processes for safety, including necessary controls to identify and

mitigate risks, report critical issues, and recommend actions to the Director.

Develops and manages programs and initiatives that are compliant with WorkSafe BC (WSBC) regulations to

promote physical safety and mental health as well as Operational Safety that are compliant with Technical Safety

BC (TSBC) and the CENELEC and RAMS standards.

Aligns the integrated management system to ISO 45001 standard and other rail industry best practice standards to

support continuous improvement.

Accident Prevention And Investigations

Oversees accident investigations, audit processes, prime contractor responsibilities, and related analysis and

reporting.

Interprets findings and implements corrective action plans to prevent accidents/incidents, collaborating with the

Director and Occupational Health Manager to develop prevention programs that mitigate risk to passengers and

workers safety.

Committee Engagement And Training

Chairs and participates in various safety-related committees and work groups, offering the rail division's system

safety and security management perspective to planning activities and initiatives. Ensures passenger, worker and

operational safety enhancements and continuous improvement are on the forefront of the discussion.

Provides specialized advice to executives, directors, managers, and supervisors on safety matters, recommending

actions to support a strong safety culture and compliance. Supports and reinforces a culture of safety across the

organization, so that customer expectations are met through the consistent application of standards, processes,

and procedures.

Stakeholder Liaison

Liaises with training and occupational health departments to ensure comprehensive training delivery and accurate

claims management from a safety technical perspective.

Leads interactions with regulatory agencies such as WSBC and TSBC, addressing a wide range of issues and

ensuring appropriate issue resolution and closure.

ESLT And Board Engagement

Supports the Director with engage of ESLT and the board of directors to provide regular updates on safety and

security initiatives, highlighting achievements, challenges, and strategies for improvement.

Collaborates with the board to align safety and security goals with the overall organizational strategy and ensure the board's understanding and support for safety-related initiatives.

Reporting And Communication

Prepares and presents comprehensive reports to ESLT and the board regarding safety and security performance,

outlining key metrics, trends, and areas for enhancement.

Communicates effectively with ESLT and the board, conveying complex safety and security matters in a clear and

concise manner, facilitating informed decision-making.

Team Management

Leads and manages a team of reporting staff, focusing on selection, development, coaching, performance

management, and all aspects of people management.

Engages and oversees project teams, consultants, and contractors, administering contracts and coordinating

contracted activities.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for this job are acquired through a degree in a safety-related discipline, including 8 (eight) years of related progressive experience in Transit occupational safety, preferably in a rail environment, in addition to completion of the Canadian Registered Safety Professional (CRSP) designation. Additional education in a security-related discipline is preferred.

Other Requirements

Advanced working knowledge of concepts, principles, practices and techniques pertaining to safety and security in a

operations and maintenance rail environment.

Advanced knowledge of safety regulations protocols, procedures and concepts, principles, practices and techniques

pertaining to safety.

Advanced knowledge of the relevant safety policies, legislation and legal terminology.

Advanced knowledge of public transportation modes, infrastructure, and operating systems.

Advanced communication and interpersonal skills to be able to propagate a culture of safety and liaise with leaders

and staff across the enterprise and external stakeholders.

Solid problem-solving skills with advanced analytical skills to identify innovative approaches and recommend solutions

to mitigate risks. Excellent prioritizing, organizing and time management skills.

Advanced working knowledge of standard office software, including word processing, spreadsheets, presentations,

and web-based systems.

Solid leadership skills to manage a team of staff or contractors, and to lead projects and initiatives.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

Rate of Pay

The salary for this position ranges from $117,600 - $176,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
