POSITION SUMMARY
Under the direction of the Director, Property Management, Fire Prevention & Elevator Services, the Senior Manager, Property Management (Senior Manager) is responsible for the overall management, supervision and administration of building management programs for the St. George Campus. There is direct supervision of Senior Property Managers and indirect supervision of Property Managers and Junior Property Managers. The Senior Manager provides service to the client groups on campus to ensure the buildings are maintained, to manage projects on behalf of the clients, and to implement campus-wide asset management programs. They respond to emergencies, supporting clients with recovery, business resumption, repairs, and return to full operation, liaising and interacting regularly with the various academic faculties and administrative staff. The Senior Manager provide functional strategic direction to the Property Management team and ensures that the necessary Property Management services are provided for the continuous operation of buildings. Develops and manages short and medium term maintenance programs. Manages renovation projects on behalf of client groups. They also manage the operating budget.
QUALIFICATIONS REQUIRED
EDUCATION:
University degree in Engineering or Architecture with license to practice in the Province of Ontario;registered and in good standing with professional licensing organizations ( PEO, CACB, RAIC,, OAA). Certification in Facilities / Property Management. Sound knowledge of all applicable building constructionand systems, codes, standards, municipal processes, legislation and regulations. Knowledge of safety and environmental regulations. Knowledge of financial processes related to budgeting and financial reporting.
EXPERIENCE:
Minimum 10 years of substantial and progressively responsible experience in facilities management. Preferably at least two (2) years’ practice as a senior project manager. Experience working in a campus environment with design, build and maintenance of multiple buildings. Familiarity with mixed use facilities such as office, industrial, research/labs, heritage, archival, residential and commercial. Experience managing staff in a unionized environment. Experience in managing large programs and budgets on time and in scope. Experience in managing in a client focused environment involving multiple stakeholders. Experience in contract administration. Demonstrated experience in leading diverse teams, influencing key players, providing guidance and recommendations to senior managers. Facilitating cross-departmental and multi disciplinary proceedings where it was necessary to gain consensus.
SKILLS:
Engineer or Architect with proficiency in the interpretation and application of Ontario Building Code, Ontario Fire Code, City of Toronto By-laws, ASHRAE, NFPA, TSSA, CSA and other applicable standards, guidelines or codes. Strong oral, written, and interpersonal communication skills with an ability to present and discuss technical information in a way that establishes rapport, persuades others and gains understanding. Strong analytical, reasoning and problem solving skills. Demonstrated research skills and the ability to gather and analyze systems and user feedback and make recommendations.
OTHER:
Ability to manage conflicting priorities and deadlines. Ability to work under pressure within tight deadlinesand short timelines. Demonstrated interpersonal skills under pressure. Ability to handle matters requiring diplomacy, sensitivity and confidentiality. Ability to learn continually “on-the-job” under pressure, on own initiative, often without prior training or instructions. Ability to exercise good judgment, discretion, tactfuland diplomatic, Proficiency in standard office software applications such as Microsoft Office. Experience with enterprise resource management tools, and maintenance management systems. Experience with public sector procurement is an asset.
