The Senior Manager, Policy & Access is responsible for supporting the development and execution of Canadian-wide public policies & strategies with a primary focus on the business priorities related to the oncology and vaccine portfolio – aiming to accelerate access to key innovations. The Senior Manager will work to align and coordinate national drug policy initiatives with federal, provincial and territorial jurisdictions by leveraging our global market insights and activities. This new position encompasses a strategic, internally, and externally facing role, with a wide range of stakeholder engagement responsibilities requiring a high degree of diplomacy and business acumen.
Key accountabilities :
The Senior Manager will operate as part of a wide-ranging network of colleagues across and outside Canada. The work will focus on addressing Canadian policy environment with the aim of improving the vaccines and oncology access for patients, contributing to Pfizer’s global strategic goals. The Senior Manager will report into the Canadian Access & Value division with the dotted-line supervision by the Director, Global Policy and Public Affairs (Canada). The Senior Manager may take on additional responsibilities with other policy projects as needed and in support of other business priorities.
More specifically :
- Collaborate : Develop strong relationships with Access and Value colleagues, relevant business units (Oncology & Primary Care for Vaccines), the various enabling functions and global colleagues relevant to our oncology and vaccines portfolio and others as needed.
- Monitoring & Insights : Gather and share timely and relevant insights to report on key policy developments and emerging trends in Canada and abroad.
- Develop Strategies : Support the development and execution of specific government relations, public policy, patient access, and public affairs strategies to shape the operating environment for the oncology and vaccines portfolios, aiming to improve the landscape in both therapeutic areas. Identify key policy and public affairs environmental challenges and opportunities. This work will be done in collaboration with Access and Value colleagues who lead the provincial Government Relations strategy and Private Market Access outreach for Pfizer to ensure strong relationships of trust with political and departmental decision makers.
- Improve Access to Innovation : Proactively advocate for policies that promote the value of innovation and earlier access for patients in oncology as well as improved procurement policies for vaccines, aiming for an improved operating environment.
- Trade Associations : As needed, participates actively to relevant association working groups to effectively convey the organization's points of view and interests.
- Outreach : Build critical stakeholders’ relationships and partnerships in Canada, based on a detailed understanding of Canada-wide and market-level dynamics while maximizing opportunities to create programs and practices across regions. Engage with key stakeholders, including policymakers, trade associations and civil society / patient groups, think tanks to advance activities to maintain / enhance Pfizer’s standing. Help build trust, raise awareness and strengthen our partnerships with key stakeholders.
- Policy development & planning : Lead the creation of studies, events and other activities to inform, educate, engage and influence stakeholders. Develop internal and external presentations, among other materials, to support engagements.
Skills, Knowledge, Qualifications and Experience
- Experience in public affairs, policy, or government relations, preferably in health care / pharmaceutical industry or relevant sector
- Education : University degree (political science, law, economics, public relations, or similar)
- In addition to English (main working language) a high preference for bilingual candidates (French)
- Excellent verbal and written communication and presentation skills
- Knowledge of the healthcare landscape, including an understanding of the interplay between government policy making and access for innovative medicines
- Broad and deep understanding of key stakeholders and influencers and ability to establish a network of key stakeholders and maintain ongoing communication, including with trade associations.
- Strong experience in developing and driving strategies with measurable results, and coalition building in complex environments.
- Well organized, highly motivated, creative and outcomes-driven with regards to problem solving.
- Able to work under pressure, independently and in a team environment, and with all levels of the organization and government officials.
- High levels of business acumen and understanding of the consequences of access conditions on business outcomes
- Flexibility and ability to adapt quickly to changing customer needs / demands and environment changes.
- Strong problem solving, negotiation and conflict resolution skills
- Excellent ability to analyze, synthesize and articulate information in a concise manner in order to make recommendations on policy position and strategies to resolve policy / political issues
