The Opportunity
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
Reporting to the Head, Policy, Strategy & Partnerships, the Senior Manager, Partnerships will be:
- Accountable for leadership in forming, maintaining, and capitalizing on partnerships across key stakeholders in the provincial investment attraction landscape including partner ministries within the province, federal government, municipal government, institutional investors, and industry groups.
- Accountable for developing the Building Ontario Fund’s (BOF) value proposition with key stakeholder groups and, in collaboration with the investment teams and other key internal teams, the Fund’s approach to investment attraction, especially as it relates to services, benefits, and other supports that can provide value to stakeholders and improve collaboration.
- Contribute to broader strategy discussions with BOF senior leadership by developing tactics and then execute those programs, services, or initiatives to deliver on the strategy.
- Lead the development of strategies to engage and partner with key stakeholders to facilitate and coordinate BOF’s investment activities in the province.
- Work closely with key internal stakeholders to assemble and manage nimble transaction teams to provide real-time stakeholder coordination support to business development functions.
- Responsible for the identification of performance metrics and ongoing performance reporting against those metrics.
- Plan and manage the delivery of strategic partnership activities, ensuring consistency with overall department performance measures, standards, and best practices and integration with overall BOF directions.
- Direct the development, implementation and oversight of resources that facilitate partnership activities that improve investor experiences and investor interest.
- Provide expertise and advice to BOF’s senior management on leveraging key partnerships to manage issues and risks in achieving BOF’s mandate and providing evidence-based recommendations for change.
- Manage the team to support an environment and culture of service excellence that respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding, and productive working environment where personal and team accountability are key to meeting the mandate.
- Accountable for building a strong team including: hiring, orienting, and training of staff, determination of performance standards and conduct of performance reviews, managing employee relations matters.
- Support the development the department’s operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts related to the deal structuring function.
- Promote and drives innovation and continuous improvement throughout the department and across BOF related to deal structuring programs, services, and initiatives.
- Develops collaborative partnerships and strong working relationships with senior officials in the OPS, other government jurisdictions and other public and private sector organizations to liaise with on strategic partnerships enhancing investment attractiveness in Ontario.
Qualifications
- Degree in Business, Commerce, Finance, Industrial Relations, Economics, Business Administration, or related field.
- A minimum of 8 – 10 years of experience cultivating and leveraging investor partnerships.
- Direct work experience in the financial sector managing institutional investor client relations strongly preferred.
- Deep familiarity with government and/or Building Ontario Fund priority sectors an asset.
Education and Experience
- Strong leadership skills to build a new organizational structure, systems, and standards.
- Advanced knowledge and expertise in client relation management, including sales, business-to-business development, managing key accounts, and driving successful project and investment outcomes.
- Advanced knowledge of new and innovative engagement processes, better practices, tools and techniques.
- Knowledge of financial analysis techniques and methodologies to examine, summarize, and interpret business and financial models and statements.
- Strong relationship building skills with a focus on multi-investor relationships and partnership development.
- Strong interpersonal skills, including tact, diplomacy and discretion.
- Skills and ability to manage and champion change for a new organizational culture and vision.
- Market research and evaluation skills as well as the ability to analyze and interpret various types of financial data and market trends.
- Strong analytical and problem-solving skills, with the ability to interpret financial data and market trends.
- Excellent relationship management skills with the ability to collaborate with a diverse group of stakeholders across and outside the organization.
- Leadership skills and the ability to build and maintain collaborative relationships with investors and stakeholders.
- Consultative approach to planning and problem solving.
- Excellent verbal and written communication skills to effectively engage with senior internal and external stakeholders and the ability to simplify complex topics for delivery to different audiences.
- Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and other internal applications, as required.
