Job summary

Enoch Cree Nation seeks a Senior Manager of Planning & Development Services to lead the Planning & Development Services Branch, provide strategic direction, and oversee operations related to lands, oil & gas, environment, and development.

You will supervise staff and contractors, manage budgets and reporting, liaise with government and industry partners, and support sustainable community priorities while ensuring compliance with bylaws and provincial and federal requirements.

Qualifications

  • Degree in Environmental Science, Land Management, Urban Planning, or related field.
  • Combination of education and relevant work experience in Nation programs such as Lands, Consultation, Oil & Gas, or Environment Monitoring.
  • Commitment to pursuing Nation-supported training and professional development.
  • Leadership and project management training or experience.
  • Ability to learn Federal and Provincial reporting requirements.

Responsibilities

  • Manage the Planning & Development Services Branch, providing leadership, strategic direction and operational oversight.
  • Supervise staff, contractors, and consultants, including hiring, coaching and performance management.
  • Oversee land use planning, environmental impact assessments, and resource development projects.
  • Ensure compliance with Nation bylaws, zoning, subdivision requirements and sustainability standards.
  • Administer Federal and Provincial funding agreements and ensure accurate reporting.
  • Prepare operational and capital budgets, monitor compliance and financial performance.
  • Liaise with government agencies, industry partners, and community members.
  • Represent Enoch Cree Nation on regional committees and in negotiations related to land and resources development.
  • Maintain confidentiality and uphold Nation governance principles.

Job description

Job Purpose

The Senior Manager of Planning & Development Services manages the Planning & Development Services Branch, providing leadership, strategic direction, and operational oversight. This role is responsible for programs and initiatives related to First Nations lands, oil & gas, environmental services, planning and development, and land preservation. The Senior Manager ensures compliance with Nation bylaws, Federal and Provincial Legislation, and sovereignty principles while supporting sustainable development and community priorities.

Education, Experience And Requirements
  • Preferred: Degree in Environmental Science, Land Management, Urban Planning, or related field.
  • Acceptable: Combination of education and relevant work experience in Nation programs such as Lands, Consultation, Oil & Gas, or Environment Monitoring.
  • Must be willing to further education through Nation-supported training and professional development programs. A clear path will be provided, which may include: Certificate or diploma programs in planning or environmental management.
  • Leadership and project management training.
  • Mentorship with senior staff and external consultants.
  • Preferred: 5-7 years in leadership or supervisory roles.
  • Acceptable: Progressive experience coordinating projects, budgets, or community engagement within Nation departments.
  • Strong communication and leadership potential.
  • Ability to learn Federal and Provincial reporting requirements.
  • Commitment to professional growth and continuous learning.
Working Conditions
  • Standard work schedule: Monday to Friday, 830 – 430 (with a one-hour paid lunch break); flexibility to work evenings/weekends as needed.
  • Primary location: Edmonton, with occasional travel to various sites.
  • Physical fitness required (ability to walk, climb stairs, lift to 50 lbs, etc.).
  • A valid driver’s license and reliable vehicle are required.
  • Must sign and adhere to the Enoch Cree Nation Confidentiality Agreement upon hire.
