The Opportunity

The District of Oak Bay is excited to be seeking a strategic, hands‑on technology leader to join us in a newly created position as Senior Manager, Information Technology Services. This position provides strategic leadership for the District's IT function, overseeing technology strategy, service delivery, cybersecurity, projects, vendors, and risk management.

This position offers a unique opportunity for an inspired leader to help establish and lead a growing technology function as part of a small local government team that is enthusiastic to pursue digitization and modernization across the organization. As the District continues to strengthen its technology capabilities, the Senior Manager will lead the development of a modern, customer‑focused technology function that supports organizational priorities and long‑term objectives. Working closely with departments, leadership, staff, and trusted external partners to lead technology‑driven modernization projects, the Senior Manager will establish the processes, standards, governance practices, and relationships necessary to deliver reliable and effective technology services, ultimately making meaningful improvements to staff and community services through technology.

Our ideal candidate is a technically proficient, strateic thinker and collaborative leader with strong communication, relationship‑building, and change‑management skills who can effectively balance strategic priorities with day‑to‑day operational needs. You enjoy creating order from complexity, empowering others, and delivering practical solutions that make a lasting impact. You will have post‑secondary education in IT, computer science, business/public administration, project management, or a related field, along with 7+ years of progressive IT leadership experience, including people leadership, technology project delivery, and IT strategy development. Experience in IT management in a local government is a considerable asset.
