Job summary

Homeward Trust Edmonton seeks a Senior Manager, Community Programs to lead the Program Oversight stream, ensure contract performance and compliance across funded programs, and drive system intermediary initiatives for supportive housing expansion.

The role collaborates with the CEO, community partners, and funders, mentoring leaders and shaping evaluation frameworks and KPIs across the portfolio.

Qualifications

• Experience in homelessness or housing programs is preferred.
• Ability to develop and implement program standards and evaluation tools.
• Strong collaboration with senior leadership, partners and funders.

Responsibilities

• Lead the Program Oversight stream and ensure contract performance across funded programs.
• Oversee procurement processes, including open RFPs and funder compliance.
• Uphold Indigenous commitments in contracting and budget lines where applicable.
• Manage annual reviews: Contract Accountability, Program Impact and Financial Review.
• Maintain one contract model and standard across multiple funders.
• Lead shifts toward long-term operator agreements tied to property and affordability.
• Ensure participant protection, complaints handling and stakeholder voice.
