A leading company is seeking a Senior IT Consultant to implement Ontario Health's Interoperable Enterprise Terminology Strategy. Job Summary: This Senior IT Consultant role focuses on implementing Ontario Health's Interoperable Enterprise Terminology Strategy. The consultant will leverage extensive experience in clinical terminologies (SNOMED CT, LOINC, etc.) and digital exchange standards (FHIR) to develop and implement strategies, conduct requirements gathering, and manage stakeholder engagement across various healthcare settings. The role requires strong analytical, communication, and problem-solving skills, with a focus on process improvement and operationalizing workflows related to terminology standards. This is a 90-business-day contract.
Location: Ontario, Canada
Responsibilities: - Process mapping, process improvement, and operationalizing workflows.
- Developing and implementing strategies, preparing business cases and cost-benefit analyses, and conducting feasibility studies.
- Conducting requirements gathering, developing documentation (presentations, briefing notes), and conducting partner engagement.
- Working with diverse partners and subject matter experts (clinical, business, and technical).
- Interacting with business partners and subject matter experts to understand and document business needs and requirements.
- Implementing Terminology Management, including standards selection, approval, maintenance, and promotion.
- Implementing Terminology Value, Literacy & Adoption strategies to improve the adoption of standardized terminology.
- Supporting the implementation of Terminology Technology, improving efficiency and accuracy in terminology use.
- Aligning with Ontario and pan-Canadian data governance structures for terminology standards and interoperability.
Required Skills & Certifications: - Minimum 10 years of hands-on experience in mapping and implementing clinical terminologies (SNOMED CT, LOINC).
- Extensive knowledge of digital exchange standards (FHIR), clinical terminologies (SNOMED-CT, LOINC), and their application within Ontario Health, including relevant terminology tools (e.g., Ontoserver).
- Clinical experience within Canada in acute care, primary care, and/or community care settings.
- Extensive knowledge of pan-Canadian digital exchange standards and tooling.
- Hands-on experience implementing terminology services and solutions.
- Excellent verbal and written communication skills, and strong partner engagement skills.
- Proficiency in time management, handling tight deadlines, and prioritizing multiple projects.
- Terminology standards assessment, selection, development, implementation, and maintenance processes (including Reference sets/Map sets/Subset development).
- Research and analysis skills.
- Communication and collaboration skills.
- Partner engagement and management skills.
Preferred Skills & Certifications: - Proficiency with Microsoft Products, especially Microsoft cloud tools (e.g., Microsoft Office 365).
- Knowledge of Healthcare Information Systems used in Ontario.
- Ability to identify, assess, and mitigate implementation and adoption issues.
- Excellent analytical, problem-solving, and decision-making skills; strong verbal and written communication skills; interpersonal and negotiation skills.
- Proven ability to work as a team player and meet deadlines.
- Knowledge of terminology asset management tools (e.g., Apelon DTS, Term Works, Ontoserver, Shrimp).
- Knowledge of the standards lifecycle and the Digital Health standards landscape (Canadian/pan-Canadian, and international standards), and Digital Health initiatives in other jurisdictions.
- Knowledge of jurisdictional electronic health record projects, interoperability services, and integration with healthcare initiatives within regional healthcare organizations.
Special Considerations: - The term of this position is 90 business days.
- Ontario Health assets (laptops, equipment) cannot be removed from Ontario without prior written approval.
- The resource must comply with Ontario Health policies and procedures.
- Full knowledge transfer to the Ontario Health team is required before engagement ends. This includes documentation review and sign-off.
