Job summary

Jacobs in Canada is seeking a Senior Instrumentation & Controls Engineer to lead the development and delivery of advanced automation for municipal water and wastewater systems in Toronto or Calgary. You will design and commission ICS, PAC, and SCADA/HMI solutions, working with clients and project teams.

As a senior technical leader, you will manage design teams, prepare drawings (P&IDs, SCADA drawings), and coordinate with management, ensuring schedules and budget meet project objectives.

Qualifications

  • P.Eng. or LET designation in Ontario or eligible for registration in Ontario.

Responsibilities

  • Collaborate with engineering, project management and client stakeholders to prepare and lead the development of drawings detailing the ICSc design for tendering and construction, including P&ID diagrams, SCADA network architecture drawings, PAC design drawings, installation details, ICSc cable schedules and wiring diagrams.
  • Prepare and contribute to project technical documents such as technical reports, process control narratives, ICSc software testing plans, tender specifications and opinions of probable cost (OPCs) for construction work.
  • Oversee and coordinate the work of ICSc design team members and coordinate with other team disciplines in a multi‑disciplinary project delivery environment to realize project objectives and schedules.
  • Actively participate in client and contractor stakeholder meetings, representing the ICSc design team throughout all project and design phases.
  • Coordinate with project and design management stakeholders, providing input to workload planning and resourcing for ICSc team members to manage ongoing project commitments.
  • Participate in construction-related activities such as reviewing submittals, conducting periodic construction site inspections, attending progress and commissioning meetings, witnessing factory and site acceptance testing for ICSc components and systems, and construction project close-out.

Senior Instrumentation & Controls Engineer – Toronto or Calgary

In this role, you will lead the development and delivery of sophisticated automation solutions for municipal water and wastewater treatment and distribution systems, leveraging deep expertise in the design and commissioning of field instrumentation, industrial networks, programmable automation controller (PAC) and supervisory control and data acquisition (SCADA) human‑machine interface (HMI) systems.

As a senior technical leader, you will be responsible for performing and overseeing the design and integration of instrumentation and control systems (ICS) primarily for municipal water and wastewater treatment and distribution facilities, including the following responsibilities:

Responsibilities
  • Collaborate with engineering, project management and client stakeholders to prepare and lead the development of drawings detailing the ICSc design for tendering and construction, including Piping and Instrumentation Diagrams (P&IDs), SCADA network architecture drawings, PAC design drawings, installation details, ICSc cable schedules, wiring diagrams and other drawings necessary to convey contract scope for construction.
  • Prepare and contribute to project technical documents such as technical reports, process control narratives, ICSc software testing plans, tender specifications and opinions of probable cost (OPCs) for construction work.
  • Oversee and coordinate the work of ICSc design team members and coordinate with other team disciplines in a multi‑disciplinary project delivery environment to realize project objectives and schedules.
  • Actively participate in client and contractor stakeholder meetings, representing the ICSc design team throughout all project and design phases.
  • Coordinate with project and design management stakeholders, providing input to workload planning and resourcing for ICSc team members to manage ongoing project commitments.
  • Participate in construction‑related activities such as reviewing submittals, conducting periodic construction site inspections, attending progress and commissioning meetings, witnessing factory and site acceptance testing for ICSc components and systems, and construction project close‑out.
Qualifications
  • P.Eng. or LET designation in Ontario preferred, or eligible for registration in Ontario.
  • 10+ years of experience in municipal water and wastewater systems within a consulting or design environment, with a strong focus on instrumentation, controls and automation.
  • Proven expertise in PLC and SCADA system design, programming and integration, including platforms such as Rockwell Automation Logix series of hardware and software, Emerson PAC Systems and Schneider PAC controllers; demonstrated experience with SCADA/HMI systems such as AVEVA System Platform, AVEVA Citect, Ignition, Rockwell Automation Factory Talk and GE iFIX, including system configuration, deployment and troubleshooting.
  • Industrial networking design with awareness of cybersecurity requirements for OT networks.
  • Demonstrated ability to lead ICSc design and automation scope across projects, including development of control philosophies, system architecture and design documentation.
  • Experience supporting and leading commissioning activities, including on‑site startup, troubleshooting PLC/SCADA systems and coordinating multidisciplinary teams.
  • Strong understanding of industrial electrical and control system design standards in Canada, including the Canadian Electrical Code (CEC), Ontario Electrical Safety Code (OESC), CSA, IEEE and relevant NFPA standards.
  • Experience with site inspections, construction support and contractor coordination for industrial or municipal projects.
  • Proven ability to mentor and guide junior engineers and designers, providing technical oversight and fostering team development.
  • Strong communication and stakeholder engagement skills, with the ability to interface effectively with clients, contractors and internal teams.
  • Excellent analytical and problem‑solving skills, with the ability to navigate complex technical challenges and deliver practical solutions.
  • Self‑motivated with a high degree of ownership, capable of leading tasks and deliverables with minimal supervision.
  • Forward‑thinking mindset, with a passion for innovation, continuous improvement and advancing best practices in automation and control systems.
