Job summary

Jacobs in the Greater Toronto Area is seeking an experienced Senior Project Manager for Drinking Water projects. You will lead multidisciplinary teams through planning, design, procurement, construction, and commissioning of municipal water facilities, collaborating with clients across Ontario to deliver resilient, sustainable infrastructure.

The role requires a P.Eng. in Ontario, 12+ years of municipal water delivery experience, and strong leadership with a focus on safe drinking water

Qualifications

• Bachelor's degree in Civil, Chemical, Environmental, or Mechanical Engineering.
• P.Eng. designation in Ontario.
• Minimum 12 years of progressively responsible experience delivering municipal drinking water infrastructure projects.
• Demonstrated experience delivering projects with total installed construction values exceeding $10 million.
• Experience delivering projects using DBB procurement methods, with preference for CM/CMAR/DB/PDB/Alliance delivery.
• Strong commercial acumen including project financial management, forecasting, profitability, fee management, and resource planning.
• Proven ability to mentor and develop technical staff while leading high-performing multidisciplinary teams.
• Understanding of Ontario's drinking water regulatory framework including MECP, Safe Drinking Water Act, and municipal design standards.

We have an exciting opportunity for an experienced Senior Project Manager – Drinking Water based in the Greater Toronto Area (GTA) to join our Ontario Water team. In this role, you'll combine technical leadership with project delivery excellence, leading multidisciplinary teams through the planning, design, procurement, construction, and commissioning of municipal drinking water treatment, transmission, storage, and water reuse facilities. You'll work closely with municipal clients across the GTA and Ontario to develop innovative, resilient, and sustainable water infrastructure solutions while building long‑term client relationships and supporting the continued growth of our Water business. As part of one of the world’s leading water consultancies, you'll help deliver some of Ontario’s most complex and impactful municipal infrastructure projects.

What You'll Do

As a Senior Project Manager, you will be responsible for the successful delivery of complex multidisciplinary projects while providing technical leadership, commercial oversight, and mentoring to project teams.

Responsibilities

• Lead multidisciplinary teams through all phases of project delivery, including planning, preliminary design, detailed design, procurement, construction, commissioning, and start‑up support.
• Manage projects involving municipal drinking water treatment plants, water reuse facilities, transmission systems, pumping stations, and storage infrastructure.
• Develop and manage project execution plans, including scope, schedule, budget, quality, health and safety, risk, communications, and change management.
• Lead technical decision‑making for drinking water treatment processes, including
• Coagulation and flocculation
• Clarification and sedimentation
• Granular and biological filtration
• Membrane treatment
• Ozone, UV and chlorine disinfection
• Adsorption and advanced treatment technologies
• Water reuse and recovery systems
• Lead treatment evaluations through desktop studies, process modelling, pilot testing, and operational troubleshooting.
• Manage project financial performance, including forecasting, fee management, profitability, invoicing, and cash collection.
• Maintain strong relationships with municipal clients and act as a trusted advisor throughout project delivery.
• Support business development activities, strategic pursuits, proposal preparation, and client presentations.
• Mentor, coach, and develop junior engineers, technical specialists, and project managers while fostering technical excellence and collaboration.

Qualifications

• Bachelor's degree in Civil, Chemical, Environmental, or Mechanical Engineering.
• Professional Engineer (P.Eng.) designation in Ontario.
• Minimum 12 years of progressively responsible experience delivering municipal drinking water infrastructure projects.
• Demonstrated experience successfully managing multidisciplinary engineering projects with total installed construction values exceeding $10 million.
• Demonstrated experience delivering projects using traditional Design‑Bid‑Build (DBB) procurement methods, with preference for experience delivering projects through alternative delivery models such as Construction Management (CM), Construction Manager at Risk (CMAR), Design‑Build (DB), Progressive Design‑Build (PDB), or Alliance delivery.
• Demonstrated experience managing project scope, schedule, budget, quality, contractual obligations, and project risk.
• Strong commercial acumen, including project financial management, forecasting, profitability, fee management, and resource planning.
• Demonstrated experience managing client accounts, developing long‑term municipal relationships, and supporting strategic business development initiatives.
• Proven ability to mentor and develop technical staff while leading high‑performing multidisciplinary teams.
• Strong understanding of Ontario's drinking water regulatory framework, including familiarity with applicable MECP requirements, the Safe Drinking Water Act, and municipal design standards.
• Demonstrated experience serving as Project Manager or Project Director for municipal clients such as the City of Toronto, York Region, Peel Region, Durham Region, Halton Region, or other Ontario municipalities, with an understanding of their standards, governance, approval processes, and stakeholder expectations.
• Excellent communication, presentation, and stakeholder management skills.

Preferred Qualifications

• Formal project management training or certification (e.g., PMP or equivalent).
• Experience supporting commissioning and operational optimization of drinking water treatment facilities.
• Active participation in AWWA, OWWA, or related professional organizations.

Salary

Posted Salary Range Minimum: $150,000.00
Posted Salary Range Upper: $200,000.00

The base salary range for this position is $150,000.00 to $200,000.00. This range reflects the minimum and maximum target for new hire salaries for the position across Ontario, Canada locations. Within the range, individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant education or training.
