Qualifications

  • Strong control systems knowledge, including C&E diagrams, alarm management, shutdowns, and control philosophies.

Responsibilities

  • Lead development and oversight of Instrumentation & Control, Measurement, Control Systems, IT/OT Communications for capital projects.
  • Represent the I&C discipline during milestone reviews, design evaluations, and cross-functional discussions.
  • Collaborate with Electrical, Mechanical, Process, SCADA, Operations, Procurement, Commissioning, IT/OT networks, Cybersecurity, and other teams.
  • Define project scope requirements and ensure alignment with operational needs and technical solutions.
  • Facilitate control system hazard assessments, FAT testing, software validation, and commissioning readiness reviews.
  • Manage MACs, telecommunications providers, equipment suppliers, and external consultants.
  • Review engineering deliverables for fit-for-purpose, maintainability, reliability, and regulatory compliance.

Raise is currently hiring a contract team member on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader.

Job Overview
  • The Senior Instrumentation & Control (I&C) Systems Engineer provides technical leadership, subject matter expertise, and engineering oversight for instrumentation, control systems, measurement, and communications design across liquid and natural gas pipeline and facility projects. This role is responsible for guiding the development and execution of I&C solutions from project initiation through commissioning, while ensuring alignment with project objectives, regulatory requirements, industry standards, and corporate engineering practices.
  • Working closely with Project Execution, Operations, Construction, Commissioning, SCADA, Control Centre Operations, Information Technology (IT), Operational Technology (OT), Cybersecurity, and Shared Services teams, the Senior I&C Systems Engineer ensures that project requirements are effectively translated into design deliverables and operationally sustainable solutions. The position also provides oversight of engineering designs developed by third-party engineering consultants and Main Automation Contractors (MACs), ensuring compliance with scope, schedule, budget, and quality expectations.
Key Responsibilities
  • Leading the development, review, and oversight of Instrumentation & Control, Measurement, Control Systems, IT/OT Communications, and related automation scopes for capital projects.
  • Representing the I&C discipline during project milestone reviews, technical evaluations, design reviews, and cross-functional project discussions.
  • Collaborating with internal and external stakeholders throughout the project lifecycle, including Electrical, Mechanical, Process, Measurement, SCADA, Operations, Procurement, Commissioning, IT/OT Networks, Cybersecurity, Enterprise Security, and Engineering teams.
  • Defining and establishing project scope requirements and ensuring alignment between project objectives, operational needs, and technical solutions.
  • Facilitating and participating in control system hazard assessments, I&C design reviews, Factory Acceptance Testing (FAT), software validation activities, and commissioning readiness reviews.
  • Contributing to Process Hazard Analyses (PHA), constructability reviews, outage planning, 3D model reviews, contractor inspections, and other technical assurance activities.
  • Managing the scope, performance, and deliverables of Main Automation Contractors (MACs), telecommunications providers, equipment suppliers, and external engineering consultants.
  • Reviewing engineering deliverables and ensuring all designs are fit-for-purpose, maintainable, reliable, and compliant with applicable regulatory, environmental, health and safety, and industry requirements.
  • Applying lessons learned and industry best practices to continuously improve project execution, operational reliability, safety performance, and lifecycle value.
  • Providing technical leadership and guidance during equipment selection, design development, procurement, implementation, testing, commissioning, and project startup activities.
  • Supporting project teams by identifying risks, resolving complex technical issues, and ensuring successful delivery of project objectives related to cost, schedule, quality, and performance.
Scope/Dimensions
  • Leads and supports facility projects across both the Liquids Pipeline (LP) and Gas Transmission & Midstream (GTM) business units in Canada and the United States.
  • Provides technical leadership for projects involving compressor stations, meter stations, pump stations, cooling facilities, storage tanks, terminals, pipeline valve sites, and other associated pipeline and facility assets.
  • Oversees the development and implementation of technical solutions, coordinating engineering resources and ensuring effective integration across multiple disciplines and stakeholder groups.
  • Manages complex engineering interfaces involving operational assets, automation systems, communications infrastructure, and control systems technologies.
  • Influences project outcomes through technical leadership, engineering governance, risk management, and stakeholder engagement.
  • Provides mentoring, coaching, and technical guidance to engineers and project team members, promoting knowledge sharing and continuous development within the organization.
Qualifications
Required
  • Engineering degree (Instrumentation, Electrical, Chemical, Process Controls) or equivalent experience.
  • 10+ years of engineering and project management experience.
  • Strong understanding of engineering deliverables and project lifecycles.
  • Experience delivering oil & gas (liquids, natural gas) and renewable energy projects of varying sizes.
  • Expertise in instrumentation design, specifications, sizing, procurement, and technical evaluations.
  • Strong control systems knowledge, including C&E diagrams, alarm management, shutdown systems, control philosophies, I/O assignments, and panel design.
  • Experience selecting, designing, testing, and commissioning control systems and network communications equipment.
  • Familiarity with Schneider, GE Rx3i, ControlLogix, and other industrial control systems.
  • Excellent written and verbal communication skills.
  • Proven ability to innovate, manage change, and solve complex technical and business challenges.
  • Capable of independently managing multiple priorities and projects.
  • Strong stakeholder management and cross-functional collaboration skills.
  • Able to communicate technical issues effectively to both technical and non-technical audiences.
