The UN Secretariat in Montreal is seeking an experienced HR professional to support recruitment, entitlements, and staff development within the Human Resources Unit of the SCBD administration.

Organizational context: The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Secretariat of the Convention on Biological Diversity (SCBD), administered by UNEP, is located in Montreal. This role is within the Human Resources Unit of the SCBD's Administration and Operational Support Section, reporting to the Administrative Officer.
Job purpose: This role supports the Human Resources Unit by assisting in recruitment and placement, managing entitlements, and contributing to staff development. Key responsibilities include screening applications, advising on visa matters, processing data related to conditions of service, and assisting in the organization of training. The position also involves maintaining HR databases, conducting research on HR issues, preparing reports and circulars, and supervising junior staff. The aim is to ensure efficient and effective HR operations within the SCBD, contributing to the overall mandate of UNEP and the Convention on Biological Diversity.
Responsibilities: Recruitment and Placement: Screen applications, prepare candidate profiles, conduct preliminary interviews, advise on visa matters, and manage vacancy announcements. Administration of Entitlements: Review and process data on conditions of service, entitlements, and exceptions to Staff Rules. Staff Development: Assist in developing career programs and organizing training courses. Classification: Process classification requests and provide guidance on procedures. General HR Support: Supervise HR databases and filing systems, conduct research on HR issues, prepare reports and statistics, draft correspondence, assist with budget input, conduct exit interviews, and train junior staff. Data analysis and presentation for decision-making are also key functions.
Education: Completion of a High School Diploma is required. Relevant training in human resources, business administration, finance, public administration, or equivalent is desirable.
Work experience: A minimum of ten years of progressively responsible experience in human resources, management, or administrative services is required. This is reduced to eight years with a first-level university degree. Five years of experience in an international organization's HR administration is desirable, as is experience with entitlements, ERP systems, UN staff rules, recruitment, and data analytics.
