Job summary

Nova Scotia Department of Finance and Treasury Board in Halifax is seeking a Senior Financial Analyst (Program Administration Officer 3) to provide specialized financial expertise and strategic advice to senior management and program areas. You will play a key role in supporting financial management and the delivery of government programs and funded external agencies.

Qualifications

• Bachelor’s degree plus 5 years of related experience or equivalent
• Knowledge of Public Sector Accounting Standards (PSAS) and CPA Canada standards
• Experience providing financial analysis and support in a complex program or government environment
• Ability to interpret and apply financial policies, guidelines, and legislation
• Strong analytical, organizational, communication, and relationship-building skills
• Experience with month-end or year-end processes and financial systems will be assets

Responsibilities

• Provide specialized financial advice and analysis to support administration, delivery, and oversight of government programs and funded external agencies
• Prepare and analyze budgets, forecasts, agreements, contracts, program costing, and payment disbursements
• Interpret and apply financial policies and monitor compliance, audit requirements, and risk management
• Contribute to annual budget development, business planning, and Estimates support materials
• Support month-end and year-end processes, including financial statements and audit files
• Analyze financial trends and build relationships with clients, partners, and service providers
