Job summary

Government of Nova Scotia seeks a Director of Financial Advisory Services in Halifax to lead fiscal management strategy and a high‑performing team. You will steer budgeting, forecasting, year‑end processes, and reporting, aligning with GAAP/PSAB standards.

Strong stakeholder management and communication are essential for advising senior management and client departments. You will report to the Executive Director of Financial Advisory Services and influence government-wide financial policies

Qualifications

  • University degree in business, commerce, or public administration.
  • Professional accounting designation (CPA/CGA/CMA/CA).
  • Several years of progressive financial management experience in a large organization.
  • Ability to lead and engage a team; strong analytical skills and sound judgment.

Responsibilities

  • Provide strategic direction and technical leadership in fiscal management strategy.

About Our Opportunity

The Director Financial Advisory Services is responsible for providing strategic direction and technical leadership in the development of fiscal management strategy to assist the province in meeting its shared services objectives.

As the Director Financial Advisory Services, you will provide guidance and direction to a team supporting client Departments and Public Service Votes.

This position reports to the Executive Director of Financial Advisory Services

Primary Accountabilities
  • Leading, coaching and mentoring budget and financial staff with respect to performance management, training and development.
  • Budgeting, forecasting, year-end audit requirements, and accountability reporting.
  • Managing operational budget submissions.
  • Overseeing and directing third party cost sharing arrangements, ensuring they are properly reflected in budgets, forecasted, and accounted for.
  • Provide leadership and support in the development of departmental policies and programs.
  • Oversee the provision of briefing material.
  • Ensure that expenditures are accounted for in adherence to Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB) and government policies.

Provide advice, recommendations and assistance to senior management, client departments, agencies and authorities.

Qualifications And Experience

This may be the right opportunity for you if you have a university degree in business, commerce, or public administration and a professional accounting designation (CPA, CGA, CMA, CA). Several years of progressive financial management experience, preferably in a large organization, is also required.

As the successful candidate, you will possess a broad base of experience in budget development, forecasting, and financial accounting reporting. Demonstrated ability in leading and engaging a team is required. This position requires an aptitude to deal with complex issues, strong analytical skills, sound judgment and relationship-management skills, capacity for decisive action, and the ability to influence.

You are an experienced leader and excellent communicator with several years of experience engaging a variety of stakeholders.

While not required, it is considered an asset if you have knowledge and experience in government financial policies and procedures.

Leadership competencies required at this level of work are: Decisiveness, Strategic Orientation, Developing Others, Team Leadership, Self-Awareness and Personal Impact, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Salary Range

$4,754.34 - $5,942.94 Bi-Weekly
