The Office of the Chief Financial Officer & Treasurer seeks an experienced Senior Financial Analyst to provide strategic financial support on high-priority initiatives.

Reporting to the Manager of Financial Strategy and Policy, this role will lead projects including the Comprehensive Development Charges Review, growth funding tools, and tax policies. The Senior Financial Analyst will support initiatives impacting the City of Toronto and its residents by developing policy strategies, financial models, agreements, and legislative changes to promote sustainable revenue tools and long-term fiscal planning within the city's legislative framework.

Major Responsibilities :

  • Support major financial initiatives such as the City’s Long-Term Financial Plan and Development Charge Review.
  • Conduct financial analysis, policy research, and evaluate municipal revenue tools.
  • Develop and recommend financial strategies and policies to enhance revenue sustainability and ensure legislative compliance.
  • Coordinate with the development industry, monitor market trends, and advise management.
  • Respond to emerging priorities from the Office of the CFO & Treasurer, including stakeholder engagement.

Additional Responsibilities :

  • Manage projects, ensuring teamwork, communication, and high-quality work.
  • Conduct research, analyze legislation, develop models, and prepare projections.
  • Review relevant statutes and regulations, supporting legislative development and intergovernmental relations.
  • Build relationships to facilitate action on high-priority issues.
  • Lead or support corporate projects representing the Office of the CFO & Treasurer.
  • Supervise external consultants and draft media responses for significant activities.
  • Prepare reports, briefing notes, presentations, and other materials for various audiences.
  • Implement policies and manage budgets within approved limits.
  • Develop strategies to increase funding for City capital projects.
  • Advise on financial and risk management strategies, including property tax, development charges, and user fees.
  • Support negotiations on financial agreements and coordinate intergovernmental finance issues.
  • Assist senior management with federal and provincial funding strategies and recommendations to Council.

Key Qualifications :

  • Post-secondary education in finance, public policy, or related fields, or equivalent experience.
  • Experience working with diverse staff levels and external stakeholders.
  • Proven ability to make strategic decisions, demonstrate leadership, and ensure fiscal accountability.
  • Knowledge of municipal government operations, funding tools, and intergovernmental relations.
  • Effective communication skills, political acuity, and ability to influence outcomes.
  • Ability to prepare comprehensive reports, strategic documents, and correspondence.
  • Flexibility to manage multiple priorities in a dynamic environment.
  • Strong negotiation skills and ability to balance various interests.
  • Commitment to organizational values of innovation, collaboration, transparency, and integrity.
  • Understanding of relevant policies and legislation including MFIPPA, OHSA, Ontario Human Rights, and Accessibility standards.
