The Office of the Chief Financial Officer & Treasurer is seeking an experienced Senior Financial Analyst to provide strategic and financial on high priority initiatives.

Reporting to the Manager of Financial Strategy and Policy, this position will play a leading role in helping to advance projects including the Comprehensive Development Charges Review, growth funding tools, and tax policies. The Senior Financial Analyst will support a range of corporate and divisional initiatives with significant financial impacts on the City of Toronto and its residents by developing and implementing policy strategies, financial modelling, agreements, and legislative changes that promote sustainable municipal revenue tools and long-term fiscal planning within the City’s legislative framework.

Major Responsibilities:

  • Supports major financial initiatives, including the City’s Long-Term Financial Plan, Comprehensive Development Charge Review, and special projects.
  • Conducts financial analysis, policy research, and evaluation of municipal revenue tools including growth funding mechanisms, property taxation policies, and other funding approaches.
  • Develops and recommends financial strategies and policies designed to enhance revenue sustainability, ensure legislative compliance, and align with City priorities.
  • Coordinates matters related to the development industry, monitors market trends, and provides timely advice and recommendations to the Manager and Director.
  • Responds to emerging priorities in the Office of the Chief Financial Officer and Treasurer, including those related to Council, media, and external stakeholders.

Additional Responsibilities:

  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research and analysis in support of corporate policy, including a review of technical and general reports, applicable legislation and regulations, development of numerical and quantitative models, analysis of statistical data, and development of projections.
  • Reviews, analyzes and reports on provincial and federal statutes, bills and regulations that affect the city’s programs, policies or initiatives. Supports consultations with other orders of government during the process of developing legislation and regulations.
  • Builds a network of internal and external relationships to help expedidate actions and responses on high priority issues.
  • Leads and/or supports corporate projects representing and co-ordinating Office of the Chief Financial Officer and Treasurer interests.
  • Engages, directs and reviews the work of external consultants and other advisors on a project basis.
  • Drafts and/or recommends media response to financially significant activities and announcements for senior management.
  • Produces reports, briefing notes, graphics, presentations, summaries and other material for staff, Council, Committees, external organizations and the public to explain and describe issues or to support recommendations.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Develops corporate strategies to help increase availability of funds to support City capital priorities.
  • Provides advice on the development of financial and risk management strategies, policies recommending strategic and policy positions for approval in the areas of property tax, corporate initiatives, major development proposals, development charges, and user fees.
  • Supports, participates in and/or conducts negotiations regarding financial agreements.
  • Supports the Division on behalf of the Manager and Director, and supports the Chief Financial Officer & Treasurer in co-ordination of a range of intergovernmental finance issues with other levels of government and other municipal entities including recommending proactive changes in financial relationships, legislation, funding agreements and the use of revenue generating powers.
  • Advises and provides support to senior management in the development of strategies for attaining federal and provincial governmental funding opportunities, and in making recommendations to Council.

Key Qualifications:

  • Post-secondary education in a professional discipline pertinent to the job function or an equivalent combination of relevant training and/or experience (such as public policy, business administration, or finance).
  • Extensive experience working with a diverse range of staff levels including senior management, external stakeholders, and internal partners in a productive and collaborative manner.
  • Extensive experience making critical and strategic decisions, demonstrating innovation and results oriented leadership, fiscal accountability, and strong customer service orientation.
  • Possesses solid knowledge and understanding of municipal government operations, municipal funding tools including property taxation and development charges, and/or intergovernmental relations.
  • Ability to interact and communicate effectively (written and oral) using strong political acuity with all organizational levels including elected officials, political representatives and the media.
  • Ability to plan, develop, coordinate, and write a broad range of materials including reports, correspondence, briefing notes, decks and strategic documents for senior management that include strategic advice and recommendations.
  • Strong ability to be flexible and manage multiple tasks in an environment with shifting priorities, firm deadlines and high-performance expectations.
  • Ability to work on complex issues that require the ability to influence and negotiate outcomes and achieve consensus among parties with different objectives, while balancing political, community and public interests.
  • Ability to thrive within an organizational culture that emphasizes innovation, continuous learning, collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity to support public service excellence.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  • Knowledge and understanding of relevant policies and government legislation including Municipal Freedom of Information and Protection of Privacy (MFIPPA), Occupational Health and Safety, Ontario Human Rights and Accessibility for Ontarians with Disabilities Act.
