Job summary

Morson Edge is seeking a Sr. Contracts Administration Manager to lead end-to-end management of Canadian Defence and government contracts from review through close-out, ensuring compliance with procurement policies and ITB obligations.

You will partner with Programs, Business Development, Finance, Legal and Supply Chain to manage contractual risk, negotiate terms, and support audits and reporting across the contract lifecycle.

Qualifications

  • Bachelor’s degree in Business, Law, Commerce, Engineering or related discipline.
  • 7+ years of progressive contract management experience in aerospace/defence or regulated industries.
  • Experience supporting Government contracts or Canadian defence procurement.
  • Experience supporting ITB obligations and compliance requirements.
  • Strong ability to interpret and negotiate complex contract terms.
  • Proven cross-functional collaboration with Programs, Finance, Legal and Supply Chain.

Responsibilities

  • Lead end-to-end contract management for Canadian Defence programs from review to close-out.
  • Interpret, negotiate and administer contracts in line with government and company policies.
  • Provide guidance on procurement clauses, flow-downs, pricing, milestones and reporting.
  • Support ITB obligations, reporting and audits; mitigate contractual risks.
  • Coordinate with Program, Business Development, Finance, Legal and Supply Chain teams.

Job description

Reporting to the Vice President GM Canada Operations, the Sr. Contracts Administration Manager is responsible for the end-to-end management of customer and supplier contracts in support of the company Canadian aerospace and Defence programs. This role provides strategic and operational contract leadership, ensuring compliance with Government and commercial contracting requirements, Canadian government procurement policies, and the company corporate standards.

The position plays a critical role in supporting Industrial and Technological Benefits (ITB) obligations associated with Canadian Defence contracts and acts as a key interface between Programs, Business Development, Supply Chain, Finance, Legal, and government stakeholders to ensure contractual and regulatory compliance throughout the contract lifecycle.

Key Responsibilities
  • Contract Management & Subcontract / Procurement Compliance
  • Manage the full contract lifecycle for Canadian Defence programs, including contract review, negotiation, execution, amendments, and close‑out.
  • Interpret and administer all company contracts ensuring compliance with applicable terms, conditions, and policy frameworks.
  • Provide guidance on federal procurement clauses, flow‑down requirements, pricing structures, milestones, deliverables, and reporting obligations.
  • Support contract amendments, change orders, and claims in coordination with Program and Finance teams.
  • Provide management and oversight of major Subcontracts issued by the company.
  • Manage the Subcontract department staff
Industrial and Technological Benefits (ITB) Responsibilities
  • Support the development, execution, and administration of ITB obligations in accordance with Innovation, Science and Economic Development (ISED) and PSPC policy requirements.
  • Ensure ITB commitments are accurately reflected in customer contracts, subcontracts, and supplier agreements.
  • Partner with Business Development and Supply Chain to support ITB strategies during proposal development and contract execution.
  • Maintain documentation to support ITB reporting, compliance reviews, and audits.
  • Identify and mitigate contractual risks related to ITB commitments.
Program & Stakeholder Support
  • Act as a trusted advisor to Program Managers on contractual obligations, risks, and compliance considerations.
  • Support Business Development activities, including proposal reviews, contract strategy development, and PSPC compliance considerations.
  • Serve as the primary contractual point of contact with customers, representatives, and key suppliers, as appropriate.
  • Support cross-functional alignment between Programs, Finance, Supply Chain, and Legal.
  • Identify contractual, regulatory, and commercial risks and develop mitigation strategies in collaboration with Legal and senior leadership.
  • Ensure contracts are administered in accordance with governance, audit, and record-keeping requirements.
  • Support internal and external audits related to federal contracts and ITB obligations.
  • Lead or support negotiations with customers and suppliers, balancing requirements, commercial objectives, and organizational risk tolerance.
  • Support resolution of contract issues and disputes, including escalation where required.
  • Contribute to the development and maintenance of standard contract templates, terms, and guidance aligned with federal procurement standards.
  • Support continuous improvement of contract management and ITB processes to align with evolving policies and best practices.
  • Provide training and guidance to internal teams on Government contracting, ITB awareness, and compliance expectations.
  • Monitor changes to Government procurement policies and related federal frameworks impacting programs.
Qualifications & Experience
Required
  • Bachelor’s degree in Business, Law, Commerce, Engineering, or a related discipline.
  • 7+ years of progressive experience in contract management within aerospace, defence, or another highly regulated industry.
  • Demonstrated experience supporting Government contracts or Canadian federal defence procurement.
  • Practical experience supporting ITB obligations and compliance requirements.
  • Strong experience interpreting and negotiating complex contractual terms.
  • Proven ability to work cross-functionally with Programs, Business Development, Finance, Legal, and Supply Chain.
Preferred
  • Familiarity with federal procurement instruments, including Government standard clauses and flow-down requirements.
  • Knowledge of Controlled Goods, ITAR, and export compliance.
  • Professional contract management designation (NCMA, WorldCC/IACCM) considered an asset.
  • Strong understanding of Government contracting principles and federal procurement environments.
  • Sound commercial and contractual judgment.
  • Excellent negotiation and stakeholder management skills.
  • High attention to detail with strong audit and compliance awareness.
  • Ability to operate effectively in a complex, multi-program environment.
