Job summary

The Government Services Integration Cluster is seeking a Senior Business Analyst to provide comprehensive business analysis for complex initiatives. You will work with business stakeholders, SMEs, project and technical teams to elicit, document, and validate requirements and translate them into effective technology solutions.

Role requires strong BA, facilitation, JAD sessions, user stories, business cases, UAT, Azure cloud tech, and modern project delivery methods.

Qualifications

  • Minimum 8+ years of experience in Business Analysis.
  • Demonstrated experience facilitating Joint Application Development (JAD) sessions.
  • Experience with Azure cloud technologies.
  • Experience creating detailed Business Analysis documentation.
  • Experience developing User Stories.
  • Experience preparing Business Cases.
  • Demonstrated experience in User Acceptance Testing (UAT).
  • Knowledge of native system capabilities required to support courts case management functionality.
  • Strong experience in OPS environment and I&T processes, standards, methodologies, and artifacts.
  • Proficiency with Microsoft Office tools (Word, Excel, Visio, PowerPoint).
  • Experience with Figma, HTML, and CSS.
  • Hands-on experience with Agile, Waterfall, Iterative Agile, Product Management.

Responsibilities

  • Lead and conduct business analysis activities to assess problems and requirements.
  • Engage stakeholders to gather, document, analyze, and validate needs.
  • Develop comprehensive business requirements and functional specifications.
  • Facilitate workshops, interviews, JAD sessions and requirements gathering.
  • Create detailed documentation including user stories, business cases, process flows.
  • Identify risks and propose cost-effective solution options.
  • Develop data models, data flows, and non-functional requirements.
  • Support UAT planning, validation, and coordination.

About the Role
The Government Services Integration Cluster is seeking an experienced Senior Business Analyst to provide comprehensive business analysis services for complex business and technology initiatives. The successful candidate will work closely with business stakeholders, subject matter experts, project teams, and technical teams to gather, analyze, document, and validate business requirements and translate them into effective technology solutions.
This role requires strong experience in business analysis, stakeholder facilitation, JAD sessions, user stories, business cases, UAT, Azure cloud technologies, and modern project delivery methodologies.

Candidates must demonstrate the following experience and skills:

  • Minimum 8+ years of experience in Business Analysis

  • Strong experience working in large IT organizations, preferably within an Ontario Public Service (OPS) environment
  • Experience with OPS I&IT processes, standards, methodologies, and artifacts

  • Experience with Figma
  • Knowledge and experience with HTML and CSS

Key Responsibilities
  • Lead and conduct business analysis activities to assess business problems, opportunities, and requirements.
  • Engage business stakeholders and subject matter experts to gather, document, analyze, and validate business needs.
  • Develop comprehensive business requirements and functional specifications to support I&IT solution design.
  • Facilitate stakeholder workshops, interviews, JAD sessions, and requirements gathering sessions.
  • Create detailed business analysis documentation, including user stories, business cases, process flows, and functional requirements.
  • Identify and outline business problems, opportunities, risks, and potential solutions.
  • Conduct business process analysis, business process mapping, and business functional modelling.
  • Develop and maintain conceptual and logical data models, process flows, data flows, use cases, business rules, and non-functional requirements.
  • Support business process re-engineering and identify cost-effective service delivery improvements.
  • Develop strategies, feasibility studies, cost-benefit analyses, budgeting, and forecasting activities.
  • Develop performance measures and traceability matrices for business analysis activities.
  • Support User Acceptance Testing (UAT), including test planning, validation, and stakeholder coordination.
  • Monitor project progress, identify and resolve issues, and report regularly to project management and stakeholders.
  • Prepare presentations, briefing notes, status reports, and other project documentation.
  • Translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
  • Participate in governance working group meetings and contribute to architecture, operational, SDLC, and information architecture best practices.
  • Contribute to technical policies, plans, procedures, standards, guidelines, tools, techniques, documentation, and performance criteria.
  • Support integration framework initiatives and related business and technical requirements.
  • Ensure alignment with OPS Unified Project Management Methodology, Enterprise Architecture, Gating Process, and standard systems development methodologies.

Public Sector Experience
Previous experience working within Government or Public Sector organizations is highly preferred.
Experience working within the Ontario Public Service (OPS) environment, including familiarity with OPS I&IT processes, standards, methodologies, and artifacts, will be considered a significant asset.Nice-to-Have Skills
  • Experience with user-centric website and forms design

The successful candidate will be responsible for ongoing knowledge transfer throughout the project lifecycle.

  • Knowledge-sharing sessions with the Project Manager and team members
