Job summary

Clearway is a leading heavy civil contractor in Maple, ON, seeking a Bid & Proposal Manager to lead pursuit strategy and the submission of competitive proposals for major infrastructure projects.

You will coordinate cross-functional teams across estimating, operations, engineering, finance, legal, and business development to craft compliant, high-quality submissions that clearly communicate Clearway's qualifications, value proposition, and competitive advantages.

Qualifications

• Bachelor’s degree in a related field and 7–10 years in proposal management or construction.
• Experience leading complex infrastructure pursuits including Design-Build, P3, CMGC, and alliances.
• Strong technical writing, editing, communication and presentation skills.

Responsibilities

• Lead planning, coordination, development, and submission of RFEOIs, RFQs, RFPs, and tenders.
• Review documents, create compliance matrices, assess risks, and set submission strategies.
• Coordinate multidisciplinary pursuit teams across BD, Estimating, Ops, Eng, Finance, Legal.
• Develop, write, edit, review proposal content including resumes and interview materials.
• Ensure submissions meet procurement requirements and clearly convey capabilities and value.
• Lead governance activities: kick-offs, reviews, QA, compliance, and readiness checks.
• Align pricing, terms, and assumptions with stakeholders and risk management inputs.
• Manage document control, SharePoint spaces, versioning, and content libraries.
• Prepare for client interviews, develop presentations, conduct rehearsals, debriefs.
• Monitor market trends, client procurement strategies, and win-rate initiatives.
• Improve processes, templates, tools, and knowledge databases for efficiency.
• Build relationships with clients, partners, and internal stakeholders to support growth.
