The expected starting base salary for this position is $111,320 – $116,886 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you’ll be doing

The Senior Analyst, Regulatory Data plays a key role in advancing BCCNM's enterprise data strategy. Working in close collaboration and alignment with the Data Optimization Centre, the position is integral to strengthening Regulatory Policy & Programs' ability to govern, manage, analyze, and use data and content to support regulatory decision-making, operational excellence, and continuous improvement. The position works to establish sustainable practices, standards, governance, and reusable solutions that improve how regulatory data and content is created, managed, shared, and used.

The position works across structured data, such as system fields, measures, reports, and analytics, and unstructured content, including case documents, correspondence, forms, evidence, templates, and knowledge resources. It translates regulatory needs into integrated data, content, reporting, governance, and process improvements while ensuring alignment with privacy, security, records management, and regulatory requirements.

Initially, the position will provide dedicated support and continuity for Professional Conduct Review (PCR) during the period it undergoes Core Regulatory Transformation (CRT). As enterprise and Data Optimization Centre priorities evolve, the position is expected to be assigned to other Regulatory Policy & Programs areas to extend successful practices, build capability, and develop reusable solutions.

Key responsibilities include:

• Under the direction of the Data Optimization Centre and in collaboration with responsible SMEs, provides senior data, content and business analysis for regulatory transformation under the CRT project, ensuring project deliverables and desired outcomes related to data and content management are achieved.
• In partnership with regulatory leaders and other SMEs, examines end-to-end regulatory processes, information flows, decision points, and reporting needs across structured data and supporting content; challenges assumptions and current practices; and recommends opportunities to simplify, standardize, automate, and improve regulatory processes and workflows.
• On the assigned projects or operational work, translates regulatory objectives and business needs into requirements, definitions, measures, business rules, metadata, content models, workflows, reporting specifications, and implementation requirements for technical and operational teams.
• Reviews and advises on cross-functional information sharing and use, balancing accessibility and operational value with privacy, confidentiality, security, culturally safe practices, records management, and regulatory obligations.
• Under the direction of the Data Optimization Centre Lead, operationalizes Data Optimization Centre strategies and frameworks, including ownership and stewardship, business definitions, metadata, taxonomy, classification, lineage, quality standards, permissions, retention, access requirements, and issue-escalation processes.
• Under the direction of the Data Optimization Centre Lead and in collaboration with the responsible SMEs and leaders within the Regulatory program areas, leads analysis of data and content quality (completeness, consistency, accuracy), findability, and timeliness; establishes validation and exception-management approaches; identifies root causes; and coordinates remediation with business and technical owners.
• Gathers requirements and leads the design and development of operational reports, dashboards, trend analyses, forms, templates, document and content workflows, repositories, and decision-support products using reusable enterprise definitions and governed information sources.
• Under the direction of the Data Optimization Centre, partners with Information Management, Information Technology, projects teams, vendors, and system and repository owners on integration, migration, configuration, testing, releases, permissions, retention, archival, disposition, and related change activities.
• Maintains and prioritizes assigned project backlogs, risks, issues, decisions, and dependencies; communicates implications and recommendations to Data Optimization Centre and responsible Regulatory program area leaders; and drives work to timely resolution.
• Builds sustainable organizational capability by documenting reusable methods, transferring knowledge, coaching staff and data stewards, contributing to communities of practice, and sharing lessons across regulatory areas.
• Supports the Data Optimization Centre in prioritizing high-value regulatory use cases, strengthening enterprise data, content, reporting, and intelligence practices, and applying successful approaches learned from projects and assignments to other regulatory areas.
• Demonstrates commitment to ongoing learning related to Indigenous cultural safety and humility and supports organizational action to address Indigenous-specific racism in BC’s health care system.
• Fosters a culture of equity, diversity and inclusion, mutual respect, teamwork, and service excellence.
• Degree in data management, information management, information systems, business analytics, or a related discipline, or an equivalent combination of education and experience.
• 7+ years of progressive experience in senior business analysis, data and content management, information governance, data quality, reporting and analytics, process transformation, or a related field, including experience in complex, regulated, or public-sector environments.
• Demonstrated ability to lead end-to-end analysis, challenge established practices constructively, identify systemic improvements, and translate strategic and operational needs into implementable data, content, and process solutions.
• Strong knowledge of data and information governance, including ownership and stewardship, business definitions, metadata, taxonomy, classification, lineage, quality, permissions, retention, access controls, lifecycle requirements, and governance decision processes.
• Experience translating business and regulatory objectives into requirements, business rules, measures, content models, workflows, reporting specifications, process designs, and acceptance criteria.
• Strong analytical capability, including advanced Excel skills and experience with relational databases, reporting tools, dashboards, metrics, trend analysis, and interpretation of complex operational information.
• Experience with enterprise content or document management platforms, such as SharePoint or comparable repositories, including metadata, classification, permissions, search and retrieval, retention, migration, and information architecture.
• Experience developing and applying quality rules, reconciliations, validation methods, and exception-management processes and coordinating root-cause remediation across business and technical teams.
• Demonstrated ability to advise on cross-functional information sharing while balancing accessibility, privacy, confidentiality, security, least-privilege access, legal obligations, records requirements, and appropriate use.
• Experience with system and repository integration, migration, implementation, testing, release, and transition activities in collaboration with technical teams, vendors, and information owners.
• Excellent strategic thinking, facilitation, communication, and relationship-management skills, including the ability to influence without direct authority and explain complex information concepts and recommendations to non-technical and senior audiences.
• Demonstrated ability to manage competing priorities and ambiguity, document and maintain clear records of risks, issues, decisions, and backlogs;
• Ability to deliver high-quality work in a project-based environment within tight timelines.
• Experience building sustainable organizational capability through documentation, reusable methods, coaching, knowledge transfer, stewardship, or communities of practice.
• Commitment to ongoing learning related to Indigenous cultural safety and humility and to supporting organizational action to address Indigenous-specific racism in BC’s health care system.
• Knowledge of Canadian colonial impacts on Indigenous Peoples in social and health contexts and of Indigenous-specific anti-racism and related reports is an asset.
• Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care and regulatory practice is an asset.
