Job summary

Metrolinx is seeking two Senior Advisors, Agreements to support the GO Expansion program within the Capital Projects Group. You will lead development and negotiation of agreements with municipalities, government entities and other stakeholders to enable project delivery with mitigated risk.

The role focuses on coordinating strategies, advising Project Delivery Teams, and driving cross‑organizational collaboration to advance corporate objectives. In-office role at Toronto HQ.

Qualifications

  • Experience in municipal, infrastructure or transportation planning and policy development.
  • Extensive knowledge of agreements and interactions with public sector agencies.
  • Experience with transit construction infrastructure and/or P3 financing and procurement is beneficial.
  • Degree in engineering, applied science, urban planning, environmental studies, business or law.

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto's subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Third Party Coordination - Agreements team is seeking 2 Senior Advisors, Agreements to provide subject matter expertise in developing agreements to support Project Delivery Teams (PDTs) in delivering the GO Expansion program as part of the Capital Projects Group (CPG). This role will lead the development and negotiation of agreements with senior level staff and executive level counterparts at various municipalities, government entities and other third-party stakeholders required to enable project construction with mitigated risk.

What will I be doing?
  • Develop and coordinate agreement strategies with municipalities, regions, transit agencies and consortium partners to secure agreements supporting project delivery.
  • Provide specialist agreements advice to Project Delivery Teams (PDTs), identifying coordination requirements, forecasting agreement needs, and aligning activities to project schedules.
  • Develop and implement risk mitigation strategies to manage contractual, financial, schedule and liability risks throughout the project lifecycle.
  • Monitor risks, constraints and contingencies, proactively addressing issues to minimize additional costs, penalties, delays and adverse impacts to project delivery.
  • Lead negotiations and stakeholder engagement with municipal and regional partners, leveraging technical, political and process knowledge to secure cooperation and advance corporate objectives.
  • Collaborate with Legal, PDTs and internal stakeholders to establish agreement terms, coordinate municipal infrastructure activities, escalated cross-project risks, and drive issues through to resolution.
What Skills and Qualifications Do I Need?
  • Demonstrated experience in progressively more responsible roles within a municipal, infrastructure or transportation planning, policy development, consulting, or project management environment with extensive knowledge of agreements and interaction with public sector agencies.
  • Experience with transit construction infrastructure and/or P3 Financing and Procurement projects would be beneficial.
  • Completion of a degree in engineering, applied science, urban planning, environmental studies, business, law or a related discipline.
  • Knowledge of the Ontario Planning Act, Municipal Act, Occupational Health and Safety Act, Environmental Assessment Act, railway and/or subway corridor infrastructure and related construction projects.
  • Possesses a thorough understanding of theoretical and practical applications of professional principles; exercises substantial decision-making latitude to achieve broad objectives.
  • Risk assessment methods to agreements related planning and timelines issues across all projects to avoid punitive (e.g., financial, time, reputation) damages.
  • Negotiating skills to navigate between multiple parties with differing perspectives along with interpersonal skills to develop collaborative internal relationships that facilitate the accomplishment of the Third Party and Agreements group’s objectives.
  • Strong organization skills and the ability to manage multiple priorities simultaneously.
