Job summary

Nieuport Aviation, owner and operator of the Billy Bishop Toronto City Airport passenger terminal, seeks a Safety Programs Officer to lead the development, implementation, and continuous improvement of the Safety & Security programs across airside facilities.

The role reports to the Director, Safety & Security and requires strong knowledge of CARs, CASRs, SMS, and OHS programs, with a proactive, data-driven approach and excellent stakeholder collaboration.

Qualifications

  • Minimum 3–5 years' aviation safety experience.
  • Bachelor's degree in a relevant field or equivalent direct experience is required.
  • Professional designation in related discipline is an asset.
  • Must meet security level for the position and obtain Transportation Security Clearance.

Responsibilities

  • Implement, maintain, and improve health, safety, security, OHS, EMS, and SMS policies and procedures.
  • Identify objectives, goals, and performance measures for safety programs.
  • Investigate OHS/EMS/SMS hazards, incidents, and root causes with corrective actions.
  • Own safety documentation library and ensure records are current and accessible.
  • Represent the safety department at SMS/other safety committees and engage stakeholders.
  • Develop safety content for reports, presentations, and annual safety reporting.

About the Role:

Reporting to the Director, Safety & Security, the Safety Programs Officer supports the development, implementation, oversight, and continuous improvement of Nieuport's Safety & Security Program, including the Occupational Health & Safety (OHS) Program, Environmental Management System (EMS), and Safety Management System (SMS) for airside safety and security across Nieuport facilities.

Key Responsibilities:
  • Implement, maintain, and continuously improve established health, safety, security, OHS, EMS, and SMS policies, programs, and procedures.
  • Identify health and safety objectives, goals, performance measures, and opportunities to strengthen existing policies and procedures.
  • Conduct and support investigations of reported OHS, EMS, SMS, airside safety hazards, incidents, accidents, and systemic issues; determine contributing factors and root causes; and recommend corrective actions to management in partnership with the SMS Working Group when required.
  • Own the safety and security library and ensure safety-related documentation and records are current, accessible, and properly maintained.
  • Evaluate and monitor reporting systems, corrective and preventive action plans, and related outcomes.
  • Represent Nieuport's safety department at airport SMS Committee meetings and chair or participate in internal and external health and safety committees.
  • Build and maintain positive relationships with regulatory authorities, agencies, the airport authority, airlines, service providers, local airport staff, management, and operational groups.
  • Review and analyze safety data to identify trends related to hazards, events, and occurrences.
  • Develop content for company safety documents, reports, presentations for various audiences, and annual reporting.
  • Develop, deliver, and support safety training and employee instruction on health and safety matters, hazards, and applicable OHS, EMS, and SMS requirements to promote safe work practices and compliance.
  • Conduct regular workplace and work site inspections, complete follow-up visits, and verify that corrective actions are implemented and effective.
  • Identify, classify, and mitigate hazards using Hazard Identification and Risk Assessments (HIRA), Job Hazard Analysis (JHA), and other applicable risk assessment methods.
  • Assist with planning and start-up of new projects, including project risk assessments, job hazard analyses, safe work practices, procedures, and site-specific safety plans.
  • Monitor safety compliance of workers and subcontractors, conduct field-level safety meetings, and ensure required safety training is completed.
  • Provide administrative and technical support for the Vortex safety and incident management system.
  • Support duties related to airport security and the access control system.
Education/Certifications:
  • Minimum 3-5 years' experience in aviation safety.
  • Bachelor's degree in a relevant field or equivalent direct experience is required.
  • Professional designation in a related discipline is considered an asset.
  • Must meet the security level designated for the position and obtain and maintain a Transportation Security Clearance, including a Restricted Area Identity Card where required.
Skills, Knowledge, and Experience:
  • Thorough understanding of the Canadian Aviation Regulations (CARs), Canadian Aviation Security Regulations (CASRs) including Safety Management legislation, policies, procedures, acts, regulations, standards, recommended practices, and SMS requirements.
  • Thorough understanding of CHOSR, CLC, and related legislation, with specific focus on the development, implementation, and administration of an Occupational Health and Safety program.
  • Experience developing, implementing, and administering a Safety Management System, with a strong understanding of SMS principles and approach.
  • Strong analytical, organizational, problem-solving, and decision-making skills, including the ability to analyze data, identify gaps and trends, recommend solutions, and work with minimal supervision in a customer-centric, fast-paced environment.
  • Strong leadership skills with the ability to influence others, make sound decisions, and foster a cooperative safety culture with airport staff and management.
  • Superior interpersonal skills, with the ability to interact professionally and positively at all levels, build trusting relationships, and contribute as a team player.
  • Ability to interpret legislative information from Transport Canada Advisory Circulars and other technical data.
  • Energetic, motivated, self-starting, independent thinker with the ability to work independently or within a team-oriented environment.
  • Excellent Microsoft Office skills, including Excel, Word, and PowerPoint, with the ability to learn new software tools as required.
  • Experience with the Vortex software platform for airport operations and safety management is an asset.
  • Willingness to obtain additional certifications as required to support current and future job requirements.
  • Strong written and verbal English communication skills are required.
