Job summary

Source Code in Toronto is seeking a Sr. Project Manager/Leader to drive major Ontario government IT initiatives. Initially onsite four days a week, transitioning to five days onsite from January 5, 2026, with one remote day as needed.

You will lead licensing agreements, IT Software Statements of Work, Treasury Board submissions and multi-year financial planning, applying PMBOK and Agile/Scrum methods to deliver complex programs on schedule and within budget.

Qualifications

• Experience with licensing agreements and IT software SOWs.
• Familiarity with Treasury Board submissions and approvals.
• Proven track record managing Ontario government IT projects.
• Knowledge of PMBOK and Agile/Scrum approaches.

Responsibilities

• Create, augment and negotiate Licensing agreements and IT Software Statements of Work.
• Authorise Treasury Board Submissions and approvals.
• Manage large Ontario government IT projects with admin processes.
• Perform financial analysis, forecasting and multi-year tracking.
• Apply PMBOK principles to project management and governance.
• Understand AODA and related regulations in IT initiatives.
• Advise on software/hardware/resource acquisitions based on trends.
• Coordinate project monitoring, troubleshoot issues and drive effectiveness.
• Resolve conflicts between project and functional areas.

- From October 20, 2025, the candidate is required to work onsite 4 days a week and 1 day from home

- From January 5, 2026, the candidate is required to work onsite 5 days a week fully

Responsibilities:

• Knowledge and experience with creating, augmenting and negotiating Licencing agreements and IT Software Statements of Work
• Practical experience with authoring and facilitating approvals of Treasury Board Submissions
• Practical experience managing large Ontario government IT projects and all the included administrative functions including review boards, report backs, etc.
• Practical knowledge with financial analysis, forecasting and tracking multi-year engagements
• Knowledge and understanding of Project Managements Institutes Project Management Body of Knowledge.
• Knowledge and understanding of Information Management principles, concepts, policies and practices Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
• Knowledge of I&IT industry and trends to make recommendations on acquisition or other decisions relating to software, hardware, and technology resources
• Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
• Ability to identify conflict between project and functional areas and develops responses to successfully address conflict

Must-Have's:

• Experience utilizing, managing and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
• Experience leading, facilitating and initiating large-scale technology infrastructure procurements.
• Knowledge and experience with creating, augmenting and negotiating Licensing agreements and IT Software Statements of Work
• Experience in developing Treasury Board or SPP submissions
