Job summary

City of Barrie is seeking a Roads Operations Foreperson to supervise staff across Roads, Stormwater and Rail Operations. You will help manage roadways, stormwater and related infrastructure while ensuring adherence to policies and safety standards.

The role requires leadership, strong problem-solving abilities and a solid understanding of municipal regulations. You will develop maintenance plans to extend asset lifespans and coordinate diverse field teams.

Qualifications

  • Three (3) years of supervisory experience in a unionized environment.
  • Strong knowledge of municipal road maintenance practices and related safety regulations.
  • Experience with road and stormwater infrastructure knowledge and legislation.

The Opportunity

The Operations Department is comprised of three Branches: Administration, Parks and Forestry Operations, and Roads, Fleet and Technical Operations. Key responsibilities include the operation and maintenance of the City’s public works infrastructure and systems including roadways, rail, winter maintenance; parks and green spaces, including forestry; and maintenance of the corporation’s fleet of vehicles and equipment.

The Roads Operations Foreperson plays an integral role in the maintenance management of the City’s infrastructure including roadways, sidewalks, the sanitary collection system and the stormwater system to ensure proper operation and adherence to municipal policies, procedures and by-laws and compliance with related legislation, regulations and standards. This position supervises the daily activities of staff within the Roads, Stormwater, and Rail Operations Branch and routinely investigates, detects and responds to reports of hazards and/or deficiencies that may adversely affect the City’s infrastructure and consequently, public safety. Lastly, this position is responsible for developing maintenance plans to help extend the lifespan and investment of the City’s infrastructure.

Education (degree/diploma/certifications)
  • Secondary School Diploma
  • Certified Roads Supervisor Designation from the Association of Ontario Road Supervisors (AORS)
  • Stormwater Management Course from the Ontario Good Roads Association (OGRA)
Experience
  • Three (3) years of experience performing duties related to the major responsibilities of the position, including previous supervisory experience in a unionized work environment
Knowledge/Skill/Ability
  • Thorough knowledge and understanding of the following Provincial and Federal legislation as it relates to sanitary collection, stormwater collection and roads operations:
    • Ontario Water Resources Act
    • Lake Simcoe Protection Act
    • Department of Fisheries and Oceans Act
    • Occupational Health and Safety Act
    • Highway Traffic Act
      • Ontario Traffic Manual – Book 7 – Temporary Conditions
      • Commercial Vehicle Operator’s Registration (CVOR)
    • Transportation of Dangerous Goods Act
    • Municipal Act
      • Minimum Maintenance Standards (MMS)
    • Electrical Safety Authority (ESA)
    • International Organization for Standardization (ISO)
  • Thorough knowledge of municipal construction and maintenance practices and procedures, including traffic control, trenching/excavations, pipe laying, concrete, asphalt and granular surfaces and vehicle and equipment operation
  • Knowledge of labour relations principles and practices, contemporary management practices and collective agreement administration, and local government functions/responsibilities and services in general
  • Computer literacy utilizing Microsoft Office Suite (Word, Excel, Outlook), Road Weather Information System (RWIS), GPS, Cityworks, RJ Burnside Patrol Manager, Parklane, HOS, Automatic Vehicle Locator (AVL), Accubrine, BrineXtreme, Compuspread and other roads related software
  • Demonstrated knowledge of the operation of heavy equipment and road maintenance vehicles
  • Demonstrated ability to read and interpret plans, maps and infrastructure drawings
  • Demonstrated ability to effectively lead and direct an assigned crew and make decisions in accordance with policies, procedures and standards
  • Excellent time management, analytical, problem solving, staff leadership and supervisory skills
  • Excellent interpersonal skills to communicate effectively with the general public in a positive, courteous and respectful manner

Other Important Information

Location: Operations Centre, 165 Ferndale Drive North, Barrie, Ontario

Hours: The normal hours of work are 40 hours per week; however, some non-standard hours may apply

Wage: This is a temporary full-time non-union position with the following pay level and 2026pay range:

  • Yearly Salary: $95,046.09 to $127,381.13
  • Hourly Pay Rate : $ 45.70 to $61.24
