Job summary

The City of Barrie is seeking a Project Manager to lead environmental capital infrastructure projects related to water supply, treatment, storage, and distribution, as well as wastewater collection and treatment. You will work under the Branch Manager to ensure projects meet scope, schedule and budget while aligning with City standards.

Qualifications include a Civil Engineering degree and 6+ years of related experience, plus professional licensure eligibility in Ontario.

  • OACETT CET designation and PE0 licensure eligibility considered.
  • Experience in municipal infrastructure design, contract administration, and inspection.

Job Type: Permanent Full-time & Temporary Full-time (Up to 18 Months), Non-Union

Salary Range: $100,646.67 to $134,852.34 per year

The Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City's infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.

Under the general guidance and direction of the Branch Manager, the Project Manager is responsible for undertaking, directing, and administering environmental capital infrastructure projects related to the City’s water supply, treatment, storage, and/or distribution; wastewater collection, treatment, conveyance, and/or biosolids storage. Additionally, this position assists in the planning of capital projects for expansions and improvements to the City’s environmental specific capital infrastructure and provides technical advice and guidance with respect to the impact of development on municipal networks. Overall, this position plays an integral role in managing assigned environmental capital infrastructure projects to ensure projects are delivered on scope, on schedule, and within budget in accordance with City standards, and to enable the City of Barrie to continue to deliver the services that it provides; maintain community sustainability; and to provide a high quality of life for the citizens and visitors of the City of Barrie.

Education (degree/diploma/certifications)
  • Three (3) year College Diploma in Civil Engineering or a related discipline and eight (8) years of related work experience; OR Four (4) year University Degree in Civil Engineering or a related discipline and six (6) years of related work experience
  • Completion of Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)
  • Eligibility for and willingness to obtain Professional Engineer (P. Eng) Licence from the Professional Engineers of Ontario (PEO)

Experience
  • Six (6) years of experience performing duties related to the major responsibilities of the position, including:
  • Demonstrated leadership/supervisory experience in a unionized environment
  • Demonstrated experience in municipal infrastructure design, contract administration and inspection in a management capacity, preferably in an urban renewal and growth environment
  • Demonstrated experience delivering large capital projects with cost and schedule certainty, risk management, effective communications plans, and project planning

  • Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement of up to one (1) remote day per week for employees who meet eligibility requirements.
Hours:

The normal hours of work are 35 hours per week; however, some non-standard hours may apply
