Reporting to: Project Risk Lead - DOWNTOWN TORONTO

In over a century, we built some of the world's most iconic infrastructure projects. Webuild envisions, designs, and builds major works and infrastructure for sustainable mobility, hydropower, water, and green buildings.

Webuild has won a new contract to deliver the Pape Tunnel and Underground Stations section of the Ontario Line and we are currently seeking a Risk Manager

This position is a full-time 100% onsite position at our downtown office.

POSITION SUMMARY

Reports to: Project Risk Lead

Reporting directly to the Project Risk Lead, the Risk Manager is responsible for assisting in identifying, assessing, mitigating, and monitoring risks throughout the project lifecycle—from planning and design to construction and operation. This role ensures that the project meets its objectives related to safety, schedule, budget, quality, and compliance, while navigating the complex stakeholder and regulatory environment typical of large-scale transit infrastructure.

Success in this role will be measured by the timely identification and mitigation of risks, adherence to project schedules and budgets, and the effectiveness of risk communication and reporting.

RESPONSIBILITIES

  • Identify and document risks across all project phases (design, procurement, construction, operations).
  • Perform risk assessments using qualitative and quantitative techniques.
  • Maintain and update the project risk register and dashboard.
  • Develop risk mitigation strategies with project stakeholders and assign Action Owners.
  • Monitor risk trends and evaluate the effectiveness of mitigation efforts.
  • Facilitate risk workshops and cross-disciplinary risk discussions.
  • Communicate risk status to Risk Lead.
  • Coordinate with other disciplines, like construction engineers and schedulers.
  • Support development of contingency budgets and schedule buffers.
  • Prepare reports and presentations for executive and public oversight.

QUALIFICATIONS

  • Proven experience in risk management, ideally in infrastructure or transit projects.
  • Strong knowledge of project management frameworks (e.g., PMBOK, ISO 31000).
  • Skilled in risk modeling, impact analysis, and contingency planning.
  • Proficient in using Safran Risk Software and Excel.
  • Excellent communication, negotiation, and facilitation skills.
  • Ability to work with diverse stakeholder groups and interdisciplinary teams.
  • Understanding of regulatory and environmental requirements in public sector infrastructure.

EDUCATION

  • Minimum 5–10 years of experience in risk management, with at least 3 years in large-scale infrastructure or transit projects.
  • Bachelor’s degree in Engineering, Project Management, Finance, Construction Management, or a related field.
  • PMP (Project Management Professional), RMP (Risk Management Professional), or equivalent certification preferred.
  • Master’s degree or additional training in Risk Management, Infrastructure Planning, or Public Administration is an asset.
