Duties

Working in the Rail Safety Directorate at Transport Canada, Regional Railway Inspectors are responsible for monitoring railways to promote compliance with acts and regulations as well as working with railways in identifying and reducing risks.

What you will be doing:

  1. Conducting inspections and audits of railway equipment within the region, and recommending compliance and/or enforcement actions as required;
  2. Providing technical advice and guidance to internal partners and stakeholders in the railway industry;
  3. Applying expertise in the investigations of accidents, incidents, injuries and fatalities, complaints and other situations as they relate to acts and regulations;
  4. Participating in the planning and implementation of the regional inspection and monitoring program.

Work environment

The reporting location for this position is 4900 Yonge Street in Toronto. The successful candidate will follow Transport Canada's hybrid work guidance for inspectors working in the field to ensure compliance with the work arrangement agreement and minimum 3 days on-site days per week, as required by the Treasury Board Secretariat for federal employees.

Extensive travel, both locally and regionally, and occasionally nationally, is required for inspection and training activities. Duties will be performed in an office environment as well as various indoor and outdoor environments such as railway sites or yards and under varying weather conditions.

Intent of the process

As positions become available, applications may be selected from this inventory for assessment on an as-needed basis. A pool of qualified or partially qualified candidates may be established to staff identical or similar positions with various linguistic profiles, tenures, and locations within Transport Canada.

Candidates will only be assessed once as part of this process if their application is screened in for further consideration.

A secondary school diploma or an acceptable combination of education and experience.

*Acceptable combination is defined as completion of two (2) years of secondary school and at least five (5) years of experience working in the railway industry performing duties related to this position.

Recent and significant experience working in the mechanical department of a railway in Canada, including at least two (2) of the following:

  • Passenger rail car inspection and maintenance
  • Freight rail car inspection and maintenance
  • Air brake inspection, maintenance, and testing

*Recent and significant experience is defined as having performed a broad range of various and complex activities normally acquired over a period of at least three (3) years, and the performance of these duties within the last five (5) years.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

  • Experience working in a supervisory role within a mechanical department at a railway in Canada.
  • Experience as a Certified Car Inspector, Heavy Duty Mechanic (Locomotive), or Electrician (Locomotive) working in the North American railway industry.
  • Experience in risk evaluation and trend analysis.

The following will be applied / assessed at a later date (essential for the job)

  • Knowledge of the Railway Freight Car Inspection and Safety Rules.
  • Knowledge of the Railway Passenger Car Inspection and Safety Rules.
  • Knowledge of the Railway Locomotive Inspection and Safety Rules.
  • Knowledge of the Railway Freight and Passenger Train Brake Inspection and Safety Rules.

Ability to recognize unsafe railway operating situations and to ensure corrective actions are taken.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Conditions of employment

  • Reliability status security clearance.
  • Possession of a valid provincial or territorial driver’s licence to operate a motor vehicle.
  • Ability and willingness to travel and use all modes of transportation, as required.
  • Ability and willingness to exercise physical effort to climb, embark and disembark railway structures or equipment, at times on sites where access may be difficult, and the terrain is rugged.
