General Summary
The Recycling Operations Facility Manager II (ROFMII) reports directly to the Recycling Operations District Manager (RODM), Recycling Operations General Manager (ROGM), or the Recycling Operations Regional General Manager (RORGM). The primary focus is on driving, guiding, and influencing support mechanisms that streamline and coordinate the overall operational effectiveness and efficiency of the assigned operations. The ROFMII specifically focuses on: overall Health & Safety and Environmental compliance; quality control; maintenance and accuracy of all material inventories; coordination of inter-yard transportation of materials; ensuring facility volume quotas are met by communicating with the Commercial Group; and Continuous Improvement for the facilities, administration, and management of Production and Maintenance employees.

This position operates within flexible parameters with the goal of achieving excellence in all facets of facility and operations management, providing high-quality products safely, effectively, and efficiently to reduce accidents and errors while increasing profits.

Essential Functions
  1. Environmental and Health & Safety (H&S)
    • Supports overall H&S issues by working closely with the Regional Safety Engineer(s).
    • Ensures Environmental compliance in accordance with company, federal, and state policies by collaborating with the Regional Environmental Manager.
    • Monitors H&S programs administered by the H&S department.
    • Instructs personnel on Corrective Action Plans following incidents or accidents.
    • Reports deficiencies or issues in H&S and Environmental Compliance to relevant managers and engineers.
    • Provides a safe environment for all employees, customers, and visitors.
  2. Operational Performance & Best Management Practices
    • Oversees operations and maintenance across all departments.
    • Ensures production levels are met and maintained.
    • Forecasts monthly production with the General Manager and Commercial group.
    • Spearheads Continuous Improvement initiatives.
    • Reviews maintenance procedures and records for all equipment.
    • Analyzes operational data for accuracy and validity.
    • Assesses transportation and subcontractor effectiveness.
  3. Equipment & Maintenance
    • Monitors equipment needs and availability.
  4. Inventory & Quality Control
    • Maintains communication with Commercial and Transportation Departments to meet material quotas.
    • Maintains accurate inventories complying with internal and SOX controls.
    • Monitors yard inventories.
    • Discusses off-grade/off-spec material reports to prevent quality issues.
    • Ensures proper storage of finished goods.
    • Implements and maintains a Quality Control program.
    • Works with internal and customer specifications for materials.
  5. Budgeting & Forecasting
    • Operates within established budgets and recommends capital expenditures.
  6. Administrative Management
    • Monitors staffing levels and practices.
    • Reviews performance and conducts interviews for management and production staff.
    • Works with HR to prepare job descriptions.
  7. Special Projects
    • Performs other assigned projects as needed.
Internal Control Responsibilities

Supports the company’s internal control process by understanding, communicating, and complying with policies, and suggesting improvements. Ensures all internal controls are performed and documented monthly.

Supervisory Responsibility

Supervises Recycling Operations Facility FE/NF Supervisors and union/non-union hourly staff.

Job Conditions

Workload can be cyclical with significant time pressures. Requires working in active industrial yards, sometimes in inclement weather, and traveling to meet clients or visit other locations. Regular overtime and offsite visits are expected.

Physical Activities

Ability to sit, stand, walk, and move around industrial yards. Some computer work and professional communication are required.

Qualifications

Minimum 5-10 years experience in steel scrap yard operations. College degree preferred. Valid driver’s license required. Skills in operations, leadership, analysis, organization, communication, and computer competency are necessary.
