Qualifications

Quality, Safety, and Environmental (QSE) Coordinator

We are currently looking for a QSE Coordinator on behalf of Chinook Highway Operations Inc.

Chinook Highway Operations Inc. (CHOI) is an Alberta based Highway Operations and Maintenance (O&M) company owned by AtkinsRéalis Operations & Maintenance Inc.(50%) and Acciona Concessions Canada (2008) Inc. (50%).


CHOI is responsible for the operations and maintenance (“the O&M”) for the Calgary South-East Stoney Trail (CSEST) project.

Location - Rocky View County, AB(Onsite Work)

Position Summary:
Responsible for the implementation, management and compliance of the Operations,Maintenance and Rehabilitation (OMR) quality, safety and environmental programs for theCalgary Southeast Stoney Trail (CSEST) project to ensure conformance with all Provincial standards and contractual agreement requirements.

Primary Responsibilities:

  • Develop, implement, manage and audit the integrated project Quality ManagementSystem (QMS) in accordance with the O&M Contract Management SystemRequirements throughout the term of the O&M Agreement
  • Develop and maintain project policies and procedures of the Quality ManagementSystem and monitor for compliance their application throughout the overall project term
  • Develop, implement, manage and audit the project Safety Management System (H&S)throughout the term of the O&M Agreement
  • Develop and maintain project policies and procedures of Health and Safety ManagementSystem and monitor for compliance their application throughout the overall project term
  • Analyze and report on the performance of the Health and Safety policies on a regularbasis and develop revisions to reflect changes to the workplace conditions and applicableregulations
  • Develop, implement, manage and audit the project Environmental Management System(QMS) in accordance with the Management System Requirements throughout the term ofthe O&M Agreement
  • Develop and maintain project policies and procedures of the Environmental ManagementSystem (EMS) and monitor for compliance their application throughout the overallproject
  • Analyze and report on the performance of the project Environmental ManagementSystem on a regular basis and develop revisions/updates to reflect changes to theworkplace conditions and applicable regulations
  • Develop and conduct O&M staff training pertaining implementation of the project QMS,EMS and H&S programs
  • Obtain and Maintain COR certifications for the project and maintain the QMS and EMSin accordance with ISO 9001 and ISO 14001 requirements respectively
  • Establish a program of random field audit compliance monitoring throughout the project,and maintain a weekly and monthly system reporting on QMS, EMS, H&S and KPIs forthe O&M project
  • Assist the General Manager and Asset Manager in the review, analysis and preparation ofresponse reports on all AT non-compliance audit findings and prepare related projectimprovements. Develop and implement continuous improvement strategies for allmanagement systems

Secondary Responsibilities:

  • Assist the Asset Manager in asset management matters including planning, scheduling,contracting and supervising environmental maintenance, construction and operationalissues
  • Assist the CSEST staff with winter operational issues such as the salt management planand the winter operations plan
  • Provide engineering expertise in maintenance and rehabilitation matters includingestimating, tendering and supervision
  • Maintain Training Documentation for all Project Staff

Qualifications:

  • University degree or college diploma
  • CRSP/CHSC designation or equivalent preferred
  • Experienced trainer and course developer
  • Experienced with ISO 9001 or ISO 14001 audit programs, auditor designation preferred
  • Experienced documentation developer
  • Experience in ISO 9001, ISO 14001 and COR-based systems
  • Demonstrated experience in achieving KPIs and in managing weekly/monthly reportingrequirements
  • Experience in recommending and implementing continuous improvement strategies
  • Highway/road and/or maintenance experience would be an asset
  • Proficient with Microsoft Office application systems
  • Demonstrates the ability to work both independently and as an active member of anoperational project team
  • Demonstrated organizational skills with an attention to detail and accuracy
  • Excellent verbal and written communication skills
  • Success at meeting critical deadlines
  • Demonstrated professionalism, tact and diplomacy in dealing with external customers,government agencies and active participation in various environmental and health andsafety associations
  • Valid driver’s license
