Quality, Safety, and Environmental (QSE) Coordinator
We are currently looking for a QSE Coordinator on behalf of Chinook Highway Operations Inc.
Chinook Highway Operations Inc. (CHOI) is an Alberta-based Highway Operations and Maintenance (O&M) company owned by AtkinsRéalis Operations & Maintenance Inc. (50%) and Acciona Concessions Canada (2008) Inc. (50%).
CHOI is responsible for the operations and maintenance (“the O&M”) for the Calgary South-East Stoney Trail (CSEST) project.
Location - Rocky View County, AB (Onsite Work)
Position Summary: Responsible for implementing, managing, and ensuring compliance with the Operations, Maintenance, and Rehabilitation (OMR) quality, safety, and environmental programs for the Calgary Southeast Stoney Trail (CSEST) project, aligning with all Provincial standards and contractual requirements.
Primary Responsibilities:
- Develop, implement, manage, and audit the integrated project Quality Management System (QMS) according to the O&M Contract Management System requirements throughout the project duration.
- Develop and maintain project policies and procedures for the Quality Management System and monitor their application for compliance throughout the project.
- Develop, implement, manage, and audit the Safety Management System (H&S) for the project during the contract period.
- Develop and maintain policies and procedures for the Health and Safety Management System, ensuring ongoing compliance.
- Analyze and report on the performance of Health and Safety policies regularly, and revise them as needed to reflect workplace changes and regulations.
- Develop, implement, manage, and audit the Environmental Management System (EMS) in accordance with the project requirements.
- Maintain policies and procedures for the EMS and monitor their application throughout the project.
- Regularly analyze and report on the environmental performance of the project, updating policies as necessary.
- Conduct staff training on the implementation of QMS, EMS, and H&S programs.
- Obtain and maintain COR certifications for the project, ensuring compliance with ISO 9001 and ISO 14001 standards.
- Establish a program of random field audits for compliance monitoring, maintaining weekly and monthly reports on QMS, EMS, H&S, and KPIs.
- Assist leadership in reviewing audit findings, developing responses, and implementing continuous improvement strategies.
Secondary Responsibilities:
- Support asset management activities, including planning, scheduling, contracting, and supervising environmental maintenance, construction, and operational issues.
- Assist with winter operational planning, including salt management and winter operations.
- Provide engineering expertise for maintenance and rehabilitation, including estimating, tendering, and supervision.
- Maintain comprehensive training documentation for all staff.
Qualifications:
- University degree or college diploma.
- CRSP/CHSC designation or equivalent preferred.
- Experience in training development and delivery.
- Experience with ISO 9001 or ISO 14001 audit programs; auditor designation preferred.
- Proficient in documentation development.
- Experience with ISO 9001, ISO 14001, and COR-based systems.
- Proven success in achieving KPIs and managing reporting requirements.
- Experience in continuous improvement strategies.
- Highway/road and maintenance experience is an asset.
- Proficiency in Microsoft Office applications.
- Ability to work independently and as part of a team.
- Strong organizational skills with attention to detail.
- Excellent verbal and written communication skills.
- Ability to meet critical deadlines.
- Professionalism and tact in dealings with external stakeholders.
- Valid driver’s license.
