Reports to the Manager, Control of Infectious Diseases/Infection Control and is responsible for ensuring compliance with the Health Protection and Promotion Act (HPPA) and related provincial acts, regulations, and municipal by-laws through investigation of communicable disease cases and outbreaks and inspection of premises to ensure infection prevention and control (IPAC) standards are implemented.
Major Responsibilities
- Develops and implements inspection activities or prevention processes within the program, such as the Mandatory Blood Testing Act Regulation, community and immunization clinic needle-stick injury reports, and blood/body fluid exposures.
- Establishes, maintains, and reviews operational procedures, information systems, and documentation for health programs.
- Identifies, assesses, and investigates health hazards in various premises, including chemicals, waste disposal, pesticides, indoor air quality, and communicable and non-communicable diseases related to food and hygiene, conducting on-site investigations.
- Performs inspections of public institutions and premises to ensure compliance with legislation and health practices.
- Educates clients on legislative requirements and works with them to achieve compliance, responding to infection control and health hazard complaints.
- Develops action plans in consultation with clients, monitors progress, and provides assistance as needed.
- Educates communicable disease suspects on food handling, IPAC, safety, and hygiene; consults with health professionals.
- Prepares legal documentation, coordinates legal activities, and may serve as an expert witness in court proceedings.
- Responds to outbreaks, investigates cases, conducts contract tracing, and liaises with stakeholders for recalls.
- Collects samples, interprets laboratory results, and takes appropriate actions.
- Develops and implements environmental health programs based on community needs.
- Coordinates special events and collaborates on city-wide projects with other divisions.
- Participates in hiring, mentoring, and training students and new staff.
- Prepares reports, drafts policies, and attends conferences to stay current.
- Participates in committees and community outreach to address health needs.
- Coordinates sample collection for labs, interprets results, and provides feedback.
- Engages with the community on health issues and responds to inquiries.
- Ensures timely submission of inspection reports and activity sheets.
Key Qualifications
- University Degree in Science, Health Sciences, or related field, or equivalent combination of education and experience.
- Canadian Certificate in Public Health Inspection.
- Experience in public health inspections and investigations.
- Experience in outbreak management and epidemiology.
- Valid Class "G" Ontario Driver's License and access to a vehicle.
