Job Description

The Proposals Team is a key enabler for business development and success! The Proposal Centre Manager at GDMS-C collaborates with various stakeholders to support business growth by leading and developing a team of Proposal Managers, Proposal Support Specialists, and Contractors. This role involves working closely with Business Area Vice Presidents, Capture Managers, Program Managers, and other leaders to ensure the delivery of compelling proposals for Canadian and international clients.

Key Responsibilities

1. Lead and manage the Proposal Team, including performance management, career development, and training;
2. Maintain relationships with key business leaders to identify proposal support needs;
3. Oversee the delivery of compliant, professional, and competitive proposals;
4. Manage responses to solicitations including RFIs, RFPs, and others;
5. Supervise proposal development activities: planning, stakeholder inputs, content management, reviews;
6. Manage the Proposal Centre resources and proposal content systems;
7. Support the execution of the GDMS capture process, aligned with Shipley methodology;
8. Oversee active bids and engage strategically in proposal planning;
9. Participate in business management meetings for pipeline and strategy alignment;
10. Drive continuous improvement in proposal processes and tools;
11. Lead team meetings to review activities and strategies.

Delegated Responsibilities

1. Develop proposal plans including schedules, outlines, templates, and training;
2. Ensure proposal sections respond to customer requirements;
3. Coordinate proposal reviews and updates;
4. Assign proposal sections and develop storyboards;
5. Lead colour team reviews and manage feedback;
6. Manage proposal production activities and lessons learned.

Qualifications

• At least 5 years’ experience in proposal or capture management within the Defence sector, handling opportunities >$50M CAD;
• Creative thinker with strong business acumen;
• Proven leader with success in winning business;
• Knowledge of Shipley Proposal Development Process;
• Experience with government standards and compliance;
• Advanced skills in Microsoft Office suite.

Education

• Bachelor’s Degree in Applied Science, Engineering, Business, or related field;
• Master’s Degree is an asset.

Other

• Ability to obtain and maintain Canadian Security Clearance and a positive Controlled Goods Assessment;
• Eligible to work in Canada as a Citizen or Permanent Resident.
