Job Summary:

We are seeking an experienced and proactive Project Procurement Specialist to support the procurement process across a variety of projects. The successful candidate will be autonomous, capable of managing end-to-end procurement processes while ensuring effective communication and alignment with key stakeholders such as the Project Management Office (PMO), engineering, legal, and finance teams. The role involves working closely with subcontractors, negotiating contracts, placing purchase orders (POs), and supporting the engineering, planning and project estimation team. The Procurement Specialist will also monitor and report on subcontractor tenders and project status to ensure that procurement activities align with the overall project goals and timelines.

Key Responsibilities:

  • Procurement & Sourcing: Lead procurement activities for project-specific needs, including identifying and selecting suppliers, issuing requests for proposals (RFPs), and obtaining quotes for required goods and services.
  • Vendor negotiation: Negotiate terms and conditions with subcontractors and suppliers to secure favorable pricing, delivery schedules, and contract terms that align with project requirements.
  • Purchase Orders & Contracts: Draft, review, and issue Purchase Orders (POs) and contracts. Ensure that contracts are executed in accordance with internal policies and legal requirements.
  • Cross-Functional collaboration: Collaborate with the PMO, engineering, legal, and finance teams to ensure alignment on procurement strategies, budget constraints, project timelines, and compliance. Provide procurement-related input to project planning and risk management processes.
  • Subcontractor communication: Serve as the main point of contact for subcontractors, ensuring clear communication regarding expectations, contract terms, timelines, and deliverables.
  • Planning & project estimation support: Assist the planning and project estimation teams with procurement-related information, helping to estimate material and service costs accurately and contribute to the overall project budget and timeline.
  • Subcontractor tenders & status monitoring: Monitor and report on the status of subcontractor tenders, ensuring that all tenders are processed on time and within budget. Provide regular updates to project teams on subcontractor bids and contract progress.
  • Project Support: Assist in monitoring project procurement performance, track key procurement metrics, and ensure that all materials and services are delivered as per the contractual obligations and project timelines.
  • Problem resolution: Proactively identify and resolve procurement-related issues, such as delays in supply chains, contract disputes, or non-compliance with contractual terms.
  • Documentation & reporting: Maintain detailed records of procurement activities, including contracts, purchase orders, supplier communications, and performance reviews. Generate regular reports for stakeholders.
  • Compliance: Ensure compliance with legal, environmental, and company policies in all procurement processes. Stay informed about market trends, legal updates, and relevant industry standards.

Qualifications:

·Bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or a related field.

·Proven experience (7-10 years) as a Procurement Specialist or similar role, with a focus on project procurement in a construction, engineering, or manufacturing environment.

·Strong negotiation skills and the ability to effectively manage subcontractor relationships.

·Solid understanding of procurement processes, project management methodologies, and contractual obligations.

·Advanced business and analytical skills related to strategic sourcing for major projects.

·Excellent communication and interpersonal skills, with the ability to work effectively with cross-functional teams and external partners.

·Strong problem-solving skills with the ability to work independently and under pressure.

·Proficient in procurement software and tools (e.g. SAP, Oracle, or other procurement platforms).

·Leadership ability and strategic vision, with excellent communication and persuasion skills, both oral and written.

·Understanding of financial processes, billing, milestone payments, authority levels and controls.

·Experience in one of the following industries would be an asset: mining, aerospace, oil and gas, construction, energy or large construction companies.

·French and English (written and oral). Fluency in English is required for this position, as the incumbent will be required to interact with English-speaking suppliers.

·Familiarity with legal and financial considerations in contract and procurement management.

·Detail-oriented with the ability to track multiple projects and priorities.

Working Conditions:

  • Work Hours: Typical working hours
  • Location: Preferred In-office, or hybrid Montreal or Levis (3days Min at the office)
  • Travel: none , But must be able to travel to Levis, QC as required.
