Qualifications

• Degree in Civil, Mechanical, Chemical, or related engineering discipline or a CET designation with relevant experience.

• Strong knowledge of project planning, budgeting, procurement, and contract administration.

Responsibilities

• Lead planning, design, procurement, and delivery of utility capital projects.
• Manage project schedules, budgets, risks, resources, and deliverables.
• Coordinate consultants, contractors, technical specialists, and third-party project managers.
• Oversee construction activities, inspections, quality, safety, and compliance.
• Prepare and evaluate tenders, proposals, and procurement documents.
• Administer contracts and manage changes to project scope and budget.
• Support annual and long-term capital planning.
• Review engineering drawings, specifications, contracts, and technical agreements.
• Liaise with provincial regulators regarding approvals and facility upgrades.
• Provide clear project updates, financial reporting, and recommendations to leadership.
• Identify opportunities to improve efficiency, sustainability, and infrastructure performance.

The OPPORTUNITY

The Utility Project Manager will lead critical water and wastewater infrastructure projects from early planning and procurement through construction, commissioning, and closeout.

Working with internal teams, consultants, contractors, regulators, and community partners, you will keep complex capital projects moving forward—safely, efficiently, and in alignment with operational and regulatory requirements.

Key Responsibilities Include

• Leading the planning, design, procurement, and delivery of utility capital projects
• Managing project schedules, budgets, risks, resources, and deliverables
• Coordinating consultants, contractors, technical specialists, and third-party project managers
• Overseeing construction activities, inspections, quality, safety, and compliance
• Preparing and evaluating tenders, proposals, and procurement documents
• Administering contracts and managing changes to project scope and budget
• Supporting annual and long-term capital planning
• Reviewing engineering drawings, specifications, contracts, and technical agreements
• Liaising with provincial regulators regarding approvals and facility upgrades
• Providing clear project updates, financial reporting, and recommendations to leadership
• Identifying opportunities to improve efficiency, sustainability, and infrastructure performance

THE IDEAL CANDIDATE

You are an experienced engineering or infrastructure professional who knows how to take complex capital projects from concept to completion.

You bring strong project leadership, financial management, procurement, and contract administration experience, along with practical knowledge of municipal infrastructure. Experience delivering water and wastewater projects within Alberta’s regulatory environment would be highly valued.

QUALIFICATIONS

The Successful Candidate Will Have

• A degree in Civil, Mechanical, Chemical, or a related engineering discipline; or a Civil Engineering Technology diploma with a C.E.T. designation
• At least five years of relevant experience with an engineering degree, or seven years with a C.E.T. designation
• Proven experience delivering capital infrastructure or construction projects
• Strong knowledge of project planning, budgeting, procurement, and contract administration
• The ability to interpret engineering drawings, specifications, contracts, and legal agreements
• Knowledge of Alberta’s water and wastewater regulatory requirements
• Strong written and verbal communication skills
• Proficiency with Microsoft Office, including Outlook, Teams, SharePoint, and Excel
• The ability to manage multiple projects and priorities in a dynamic environment

The Following Would Be Considered Strong Assets

• P.Eng. designation in Alberta or eligibility for registration with APEGA
• Project Management Professional certification
• Experience working with municipal, provincial, or federal agencies
• Experience delivering water and wastewater capital projects
• Experience with infrastructure optimization, innovation, or process improvement
