Job summary

City of Toronto is seeking a Project Manager in the Capital Planning & Implementation division to oversee wastewater and sanitary/sewer rehabilitation projects. You will manage scope, schedule, budget and quality across multiple contracts with internal teams and external partners.

The role requires a strong background in civil engineering, excellent communication skills and ability to lead diverse project teams. A valid driver’s license and municipal project experience are required.

Qualifications

• Post-secondary degree or diploma in Civil Engineering.
• Ontario Class G Driver's License and daily access to a vehicle.
• Extensive project management experience in municipal infrastructure.

Capital Works Delivery:

As a member of Toronto Water's Capital Planning & Implementation, the Project Manager in the Capital Works Delivery (CWD) unit is responsible for providing project management and technical expertise in the delivery of wastewater linear infrastructure projects, with emphasis on trenchless rehabilitation and open-cut reconstruction of sanitary and combined sewers. Reporting to the Senior Project Manager, Capital Works Delivery, the Project Manager is responsible for providing technical expertise and project management skills, controlling time, scope, budget, quality and service impacts for Toronto Water capital projects.

Planned Contracts Service:

As a member of the Capital Planning & Implementation – Planned Contracts Service Unit, the Project Manager reports to the Senior Project Manager and is responsible for providing project management and technical expertise in the delivery of planned programs, including water utility permeant restoration repairs, related to water distribution and wastewater collection systems.

Major Responsibilities:

• Manages a portfolio of projects from inception to completion.
• Develops project cost estimates, funding forecasting, schedule, scope requirements/changes, develops terms of reference, fully defines project deliverables and manages change conditions.
• Ensures that the project schedule and expenditure are controlled and maintained within approved budget limitations.
• Oversees and evaluates the work of contractors, consultants, and technical staff.
• Finalizes contract payments, implements quality control and quality assurance, and ensures project expenditures are controlled and maintained within approved budgets.
• Participates in the preparation of capital and operational budgets.
• Leads and directs project team members, consultants and/or contractors.
• Identifies, evaluates and provides technical expertise and recommendations for the resolution of complex issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
• Represents the Division/Cluster/City at meetings with the public, stakeholders and councillors. Represents the Division as a technical specialist at project and organizational meetings with planners, administrators, contractors and other external service providers as well as at hearings, court proceedings, grievances and arbitrations and other tribunals.
• Leads the review of drawings, purchasing documents and specifications prepared by staff, contractors and consultants
• Prepares Committee and Council reports, presentations, purchasing documents, contract plans, specifications and estimates.
• Evaluates proposals and/or bids and makes recommendations for award of contracts.
• Secures permits and approvals as required from external agencies.
• Maintains relationships with councillors, the public, consultants, government agencies, developers, suppliers and contractors relative to the positions responsibilities.
• Ensures the proper maintenance of all required documentation and produces or supervises the production of such documents.
• Performs site inspections and condition assessments for construction projects.
• Promotes standardization relating to project administration, documentation, processes and technical design
• Negotiates and settles financial disputes and claims from contractors, consultants, vendors, other stakeholders and external parties.
• Implements detailed plans and recommends policies/procedures regarding program specific requirements.
• Motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Key Qualifications:

• Post-secondary degree or diploma in Civil Engineering or a related discipline; an equivalent combination of education and experience may be considered.
• Must possess a valid Province of Ontario Class "G" Driver's License and have daily access to a vehicle to travel to various work locations and construction sites in a timely and efficient manner.
• Considerable Project Management experience in an Engineering environment, preferably within municipal infrastructure design and construction.
• Considerable experience applying the principles of Engineering within municipal infrastructure design and construction with emphasis within an operational environment.
• Considerable experience applying interpersonal and teamwork skills with the ability to collaborate and work effectively with staff, contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders.
• Considerable knowledge of and experience applying Legislation related to the position including the Occupational Health and Safety Act.
• Experience providing work direction to staff and have an understanding of modern principles and practices of management and management controls.
• Ability to communicate effectively both verbally and in writing at all organizational levels.
• Ability to effectively communicate technical information to a non-technical audience.
• Proficiency in the use of general computer software including Microsoft Office suite; Work Management Systems and project management software.
• Possession of PMP certification from the Project Management Extensive (PMI) would be an asset.
• Possession of Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) would be an asset.
