Job summary

ONxpress Civils is seeking a Project Manager for Track Works to lead railway track construction projects within the GO Expansion program, overseeing planning through commissioning and close-out.

You will manage multidisciplinary teams, develop execution plans, schedules, and budgets, and ensure safety, quality, and compliance on live rail and possession work. 7–10+ years in railway construction and applicable certification are expected.

Qualifications

  • Degree or diploma in Civil Engineering, Construction Management, Railway Engineering, or related discipline; equivalent experience considered.
  • 7-10+ years of progressive railway or heavy civil construction experience, including track work delivery.
  • Proven experience managing complex projects in active railway environments with restricted access, possessions, closures, or time-critical work windows.
  • Strong knowledge of railway track construction methods, sequencing, tolerances, testing, commissioning, and rail access constraints.
  • Experience with project planning, scheduling, cost control, forecasting, procurement, subcontract management, risk management, and change management.
  • Ability to interpret engineering drawings, specifications, schedules, estimates, survey data, and technical reports.
  • Proficiency with Microsoft 365 and project management, scheduling, reporting, and document-control systems.

Responsibilities

  • Lead the safe, on-time, on-budget delivery of railway track construction projects from planning through commissioning and close-out.
  • Develop execution strategies, construction plans, staging plans, schedules, resource forecasts, and recovery plans.
  • Manage multidisciplinary teams, subcontractors, suppliers, and field crews in live rail, possession, closure, and greenfield environments.
  • Oversee track construction activities including ballast placement, rail and tie installation, turnouts, crossings, welding, rail stressing, tamping, surfacing, and track geometry verification.
  • Review designs, drawings, specifications, and construction methodologies to ensure constructability and effective sequencing.
  • Coordinate interfaces with civil, utilities, structures, signalling, communications, traction power, operations, and other project stakeholders.
  • Plan rail access requirements, possessions, closures, permits, work zones, isolations, and hand-back conditions.
  • Lead readiness reviews and critical-shift planning to ensure personnel, materials, equipment, documentation, and safety controls are in place.
  • Manage project budgets, forecasts, productivity, cash flow, subcontractor performance, and change control processes.
  • Support procurement and mobilization of track materials, specialized equipment, testing resources, and work-train services.
  • Champion safety, quality, environmental compliance, risk management, and incident investigations.
  • Build strong relationships with clients, railway operators, designers, subcontractors, and internal teams.
  • Lead project meetings, provide progress reporting, manage risks and opportunities, and drive issue resolution.
  • Oversee testing, commissioning, turnover, as-built documentation, close-out activities, and final acceptance.
  • Mentor project coordinators, engineers, superintendents, and supervisors while fostering accountability and collaboration.

Job description

Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network.

What You'll Do:

The Project Manager, Track Works is accountable for integrating people, plans, technical requirements, access, commercial controls, safety, quality, and stakeholder commitments to deliver track works safely and successfully through final acceptance and close-out.

  • Ability to support site operations, including nights, weekends, rail possessions, emergency response, and changing work locations when required.
  • Valid G license is required.

Expected compensation for this role is between $130,000.00-160,000.00 annually. Base salaries are determined according to multiple factors including skills, experience and potential impact on the role. Internal and external competitiveness are also taken into consideration. In addition to base salary ONxpress also offers a comprehensive medical and dental program, RRSP with company matching and the potential to participate in our discretionary, performance based bonus program.
