Job description

Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network.

What you will do:

The Construction Technical Office (CTO) is a newly established team within CJV, created to bridge the gap between design and construction across our active major civils sites. Under the Major Civils Alliance, the CTO will provide in-house technical expertise to support construction teams throughout execution, ensuring design outputs meet requirements for safety, quality, performance, schedule, scope, and cost.

Reporting to the CTO Manager, the Construction Engineer - Civil plays a central role in this team as an on-site project engineer (also known as a resident engineer). You will be the primary technical interface between the design management team (and their designer sub-consultants) and the construction delivery teams across multiple grade separation and station sites, proactively identifying and resolving field technical issues and ensuring design intent is correctly understood and applied on site. This is a hands‑on, high‑impact role suited to an experienced engineer who is equally comfortable reviewing calculations in the office and working on an active construction site.

  • Review technical deliverables from design consultants, including drawings, specifications, calculations, and reports, for completeness, code compliance, and multidisciplinary coordination.
  • Perform first-level review of ITPs, RFIs, Site Instructions, and shop drawings; identify design risks, limitations, and constraints and ensure these are clearly understood by the construction team.
  • Engage with designers to resolve discrepancies, clarify design intent, and support value-engineering opportunities where appropriate, ensuring the site team always works from the current approved revision.
  • Coordinate with third-party temporary works designers to ensure designs are delivered on time and align with constructability requirements; review and technically challenge temporary works designs (falsework, shoring, formwork, temporary bridges, slope stability, crane pads, and similar) to verify assumptions, load paths, sequences, and materials are appropriate and safe.
  • Confirm that temporary works packages include all required documentation including calculations, drawings, design risk assessments, installation requirements, and inspection instructions.
  • Provide constructability and technical input on erection procedures, planned construction and demolition sequences, and method statements, identifying technical risks and proposing mitigations.
  • Support the planning and coordination of heavy lift operations, including site logistics, equipment selection, and review of rigging and hoisting plans prepared by specialist sub-consultants.
  • Provide day-to-day technical support to construction supervisors, forepersons, and site engineers across multiple CJV sites; attend sites regularly to review conditions and verify conformance with design intent.
  • Conduct technical briefings for site teams on design requirements, temporary works limitations, sequencing constraints, and inspection hold points.
  • Contribute to method statements and construction staging plans, identifying technical risks and proposing mitigations.
What you bring:
  • Bachelor’s degree in Civil Engineering or equivalent;
  • Background in municipal engineering, including experience with utilities, drainage, or site servicing, is an asset.
  • Licensed Professional Engineer (P.Eng.) registered with Professional Engineers Ontario (PEO).
  • Minimum 12 years of progressive experience in civil engineering and construction, with significant exposure to heavy civil transit, transportation, or major infrastructure projects.
  • Demonstrated experience in temporary works coordination or construction engineering, including review of shoring, falsework, formwork, and similar systems.
  • Strong working knowledge of applicable codes and standards, including the Ontario Building Code (OBC), CSA standards, and relevant municipal and transportation authority requirements.
  • Familiarity with Metrolinx, City of Toronto, and other transportation authority standards and processes is a significant asset.
  • Experience reviewing RFIs, shop drawings, ITPs, and SIs in a major infrastructure delivery context.
  • Ability to read, interpret, and technically challenge engineering drawings, calculations, specifications, and contract documents.
  • Strong communication and coordination skills, with the ability to engage effectively with designers, construction supervisors, and project management.
  • Comfortable working in a multi-site environment, with the ability and willingness to travel across project sites as required.
  • Proficiency in standard engineering and project tools, including AutoCAD, Bluebeam Revu, and Microsoft Office Suite.
  • Familiarity with document management platforms (e.g., Procore, ACC, Aconex) is an asset.
