Must Have:

  • The candidate must possess a strong understanding of Siebel functionalities, features, terminologies, work breakdown structure, data structure knowledge, components, dependencies, etc.
  • The candidate must possess an expert understanding of Siebel Resource skills, roles and responsibilities.
  • The candidate must have good communication skills with Business stakeholders, Project Leadership, and the Siebel and IT technical resources.
  • Experience in project planning, management, and monitoring related to all phases of concurrent I&IT projects using multiple technologies and methodologies.
  • Experience in change management from I&IT project implementation, including documenting changes, providing options, estimating impact, and seeking approval or direction from the project executive.

Nice to have:

  • Knowledge of the OPS I&IT project management governance and methodologies would be an asset.
  • Experience with public sector I&IT project change management would be an asset.
  • Experience with Public Sector Transfer Payment (Grant) Model would be an asset.

Description

Responsibilities:

  • Provides project management on large scale, complex, high profile, and high-risk projects for OPS I&IT initiatives.
  • Ensures project deliverables meet clients' business requirements on time, scope, and budget, with a focus on cost-effectiveness, efficiencies, and compliance with OPS project management methodologies and frameworks.

General Skills:

  • Leads organizational development, strategy development, business planning, and Ministry funding requests.
  • Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan.
  • Ability to monitor and forecast project costs and provide reporting to ensure targets are met.
  • Experience developing and managing project schedules, deliverables, and scope.
  • Ability to promote I&IT project management best practices and adherence to standard methodologies.
  • Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
  • Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures.
  • Sources, selects, and on-boards team members in various disciplines, clarifying roles and responsibilities, and setting task/deliverable/performance expectations for resources.
  • Resolves resourcing and interpersonal conflicts, negotiates changes to resourcing, and ensures knowledge is shared among team members.
  • Develops complex project budgets based on multiple funding channels and cross-ministry dependencies.
  • Effectively manages large project budgets, ensuring a high level of fiscal control and accountability.
  • Proactively identifies potential risk events and issues before they occur, developing proper mitigating strategies.
  • Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
  • Establishes and participates in steering committee and stakeholder forums.
  • Provides project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Uses appropriate strategies and actions to overcome resistance to change during all stages of projects.
  • Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality and adherence to standard methodology.

Desirable Skills:

  • Knowledge of Project Management Institute's Project Management Body of Knowledge.
  • Knowledge of Information Management principles, concepts, policies, and practices.
  • Knowledge of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
  • Ability to make recommendations on the acquisition of software, hardware, and technology resources.
  • Experience managing and coordinating project monitoring, anticipating and troubleshooting issues.
  • Ability to identify conflicts between project and functional areas and develop responses to successfully address them.
  • Ability to handle client relationships to manage expectations and identify potential conflicts.

Experience and Skill Set Requirements

I&IT Project Management Knowledge and Experience - 40%

  • The candidate must possess a strong understanding of Siebel functionalities, features, terminologies, work breakdown structure, data structure knowledge, components, dependencies, etc.
  • The candidate must possess an expert understanding of Siebel Resource skills, roles, and responsibilities.
  • The candidate must have good communication skills with Business stakeholders, Project Leadership, and the Siebel and IT technical resources.
  • Experience in project planning, management, and monitoring related to all phases of concurrent I&IT projects using multiple technologies and methodologies.
  • Experience in creating and tracking project progress, decisions, notes, risk logs, and change management.
  • Experience in managing and coordinating different stakeholders and project resources.
  • The candidate should be detail-oriented, able to work under pressure, and prioritize issues.
  • Technical knowledge and experience to assess and question effort estimates provided by team resources.

Change Management Skills and Experience - 30%

  • Experience in change management from I&IT project implementation, including documenting changes and seeking approval.
  • Team building and leadership skills to engage the project team and ensure collaboration.

Communication and Interpersonal Skills - 25%

  • Demonstrated interpersonal and consultation skills to communicate project deliverables.
  • Demonstrated written and verbal communication skills to resolve problems and design/deliver presentations.
  • Strong negotiation skills to negotiate project scope and outcomes that meet business needs.

Public Sector Experience - 5%

  • Knowledge of OPS I&IT project management governance and methodologies would be an asset.
  • Experience with public sector I&IT project change management would be an asset.
  • Experience with Public Sector Transfer Payment (Grant) Model would be an asset.
