Responsibilities:
- Provides project management for large-scale, complex, high-profile, and high-risk OPS I&IT initiatives.
- Ensures project deliverables meet clients' business requirements on time, within scope and budget, focusing on cost-effectiveness, efficiencies, and compliance with OPS project management methodologies and frameworks.
General Skills:
- Leads organizational development, strategy development, business planning, and Ministry funding requests.
- Gathers and develops requirements to create and maintain detailed project schedules and/or integrated plans.
- Monitors and forecasts project costs, providing reports and input to meet targets.
- Develops and manages project schedules, deliverables, and scope.
- Promotes I&IT project management best practices and adherence to standard methodologies.
- Directs project teams to ensure timely delivery of project deliverables in compliance with government and ministry standards.

- Sources, selects, and on-boards team members across disciplines, clarifying roles and responsibilities, and setting task/deliverable/performance expectations for both OPS unionized employees and fee-for-service (FFS) consultants.
- Resolves resourcing and interpersonal conflicts, negotiates resourcing changes, and shares knowledge among team members to meet project objectives and deliverables.
- Develops complex project budgets considering multiple funding sources and cross-ministry dependencies.
- Manages large project budgets, ensuring fiscal control and accountability, including estimates, forecasts, and reconciliation of actuals.
- Proactively identifies potential risks and issues, developing mitigation strategies.
- Articulates and prioritizes issues and risks to senior executives, recommending mitigation strategies.
- Participates in steering committees and stakeholder forums.
- Provides project, program, and portfolio reports to multi-stakeholder groups at senior levels.
- Implements strategies to overcome resistance to change and leverages support during all project stages.
- Promotes OPS I&IT standards and best practices for project management, ensuring system quality and resource control.
- Maintains awareness of emerging I&IT trends and directions, adapting and leading projects accordingly.
Desirable Skills:
- Knowledge of PMI's Project Management Body of Knowledge (PMBOK).
- Understanding of Information Management principles, policies, and practices.
- Familiarity with Accessibility for Ontarians with Disabilities Act (AODA) regulations and standards.
- Ability to recommend software, hardware, and technology resources.
- Experience managing project monitoring, troubleshooting issues, and ensuring project effectiveness.

- 10+ years of enterprise project management experience across business and I&IT teams.
- Experience managing multi-year, multi-million dollar projects.
- Managing stakeholders, risks, changes, issues, time, scope, and resources.
- Proficiency with Microsoft Office tools (Visio, Project, PowerPoint, Word, Teams) and collaboration tools (Jira, Trello, Microsoft Project, KanBan, Workamajig).
- Experience validating financial forecasts, cost assumptions, and resource reconciliation.
- Proven ability to define business and technical requirements, objectives, and outcomes.
- Ability to collaborate with policy, IT, legal, communication, and privacy teams.
Technical, Deployment, and Project Integration Skills - 35%
- Experience with various software development methodologies, including Agile/Scrum.
- Experience with IT project management involving Oracle Siebel CRM.
- Experience with IT infrastructure deployment and rollout.
- Leading large-scale technology procurements and project delivery.
- Understanding of technologies and processes for end-to-end electronic solutions.

Documentation Skills - 20%
- Creating privacy, financial, communication, and IT documentation such as business cases, Privacy Impact Assessments, Threat Impact Assessments, Requests for Service, and Requests for Information.
Public Sector Experience - 10%
- Experience with Public Sector ITIL processes and government-specific project management and procurement procedures.
Must Have:
