Pathlion is seeking a Senior Project Manager to lead large-scale technology debt mitigation across multiple applications and platforms. This remote role focuses on remediating vulnerabilities, modernizing legacy systems, and advancing upgrades for priority applications.

You will oversee delivery with cross‑functional teams, align agile sprints with timelines, and maintain governance, documentation, and vendor performance. Strong executive communication is essential.

• Maintain a central project repository with version‑controlled documentation.
• Produce deliverables for presentation to committees and stakeholders.
• Partner with vendors to align plans, schedules, milestones, and deliverables.
• Hold vendors accountable for commitments, timelines, and quality standards.
• Build and maintain positive relationships across all levels of the organization, including executive leadership.
• Lead project meetings, manage scope, schedule, and budget controls, and implement formal change processes.
• Track dependencies across development, training, infrastructure, security, privacy, and data migration.
• Apply recognized project management methodologies and standards.
• Maintain risk/issue registers and mitigation plans across all workstreams.
• Proactively identify risks related to vendor execution, resourcing, data migration, testing, training, and organizational readiness.
• Coordinate issue resolution and propose mitigation strategies.
• Provide clear, timely reporting to leadership on status, risks, and budget.

• Partner with vendors to align plans, schedules, milestones, and deliverables
• Hold vendors accountable for commitments, timelines, and quality standards
• Build and maintain positive relationships across all levels of the organization, including executive leadership

Governance & Controls

• Maintain integrated master schedules incorporating sprint cycles, business activities, and technical readiness tasks
• Lead project meetings, manage scope, schedule, and budget controls, and implement formal change processes
• Track dependencies across development, training, infrastructure, security, privacy, and data migration
• Apply recognized project management methodologies and industry standards
• Maintain risk/issue registers and mitigation plans across all workstreams
• Proactively identify risks related to vendor execution, resourcing, data migration, testing, training, and organizational readiness
• Coordinate issue resolution and propose mitigation strategies

Change Management & Training

• Partner with change management leads to align activities with development and testing milestones
• Ensure training materials are complete and accurate for delivery
• Support stakeholder readiness and adoption activities

Reporting & Implementation

• Provide clear, timely reporting to leadership, summarizing status, risks, budget, and vendor performance
• Support knowledge transfer and post‑implementation reviews

Qualifications

• University graduation in business, management, or related discipline and 4 years of project management experience; OR
• Two‑year diploma in business, management, or related discipline and 6 years of project management experience; OR
• One‑year certificate in business, management, or related discipline and 7 years of project management experience; OR
• Eight years of project management experience

Experience Requirements

• Defining project scope and goals with business stakeholders
• Developing project deliverables such as charters, business cases, briefing notes, status reports, risk logs, closures, and dashboards
• Managing multiple projects concurrently
• Leading large, complex custom software application development projects (developed in‑house) in environments of similar size and complexity
• Conducting and interpreting impact and risk assessments (5 years)
• Creating and managing project forecasts in Microsoft Project (4 years)
• Building positive stakeholder relationships including executive level (5 years)
• Delivering technology debt mitigation initiatives involving IMT changes (3 years)
• Coordinating organization‑wide IT initiatives with vendors (2 years)
• Leading and facilitating stakeholder meetings (8 years)
• Leading change management and communication planning (5 years)
• Leading custom software application development projects following formal project life cycle methodology (6 years)
• Experience working in or for the public sector (3 years)
• Senior leadership experience in the public sector with knowledge of stakeholders, business functions, and informational requirements (3 years)

Technical Skills

• Proficiency with Azure DevOps for sprint management
• Proficiency with Microsoft Project, SharePoint Online, Teams, and MS Office (2016 or higher)
