Qualifications

Job description

Under the supervision of the Chief Engineer, the incumbent is responsible for managing and delivering multi-disciplinary projects related to port infrastructure, including roads, railways, quays, and water systems. They define, plan, organize, coordinate, and control project activities and resources, manage construction sites, and complete studies and reports. Their technical expertise supports the implementation of the asset management policy to ensure sustainable infrastructure management.

Design and Plan Projects

• Assist in selecting projects approved under the corporate plan.
• Manage all phases of capital construction projects from inception to integration into port operations, including needs analysis, contract preparation, study validation, cost estimation, and tendering strategy development.

Ensure Delivery of Projects

• Coordinate activities of internal and external resources, working with other departments to meet cost, schedule, and quality goals while minimizing operational impacts.
• Oversee work progress, ensure compliance with specifications, convene site meetings, and manage project changes.
• Validate contractor work, certify payments, approve change requests, and prepare project closeout reports.

Ensure Infrastructure Sustainability

• Develop and implement maintenance programs to ensure infrastructure longevity and upgrade projects.
• Monitor infrastructure condition, recommend repairs, and oversee inspection and repair activities.

Participate in process improvements and perform related duties as required.

Qualifications

• Bachelor's degree in civil engineering, registration with the Order of Engineers of Quebec.
• 7-10 years of relevant construction project management experience.
• Experience with railway infrastructure is an asset.
• Strong project management, coordination, and budget monitoring skills.
• Leadership, teamwork, proactive approach, and excellent communication skills.
• Ability to manage multidisciplinary projects with multiple stakeholders.
• Problem-solving and negotiation skills, flexibility, and adaptability.
• Proficiency with MS Office, MS Project; SAP knowledge is an asset.
• Fluent in French and English, both spoken and written.
• Knowledge of construction standards (CCDG, BNQ, AREMA, CSA, etc.) and possession of an ASP construction certificate.
• Valid driver's license and access to a vehicle.
