ONxpress Civils seeks a Project Manager, Technical to manage consultant contracts across a major rail program. You will oversee procurement, onboarding, change control, and performance across design/engineering portfolios.

You will lead a team of contract coordinators, drive procurement planning, and ensure governance, reporting, and issue resolution across stakeholders.

Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network.

ONxpress Civils is seeking a Project Manager, Technical to lead the procurement, administration, and performance management of design and engineering consultant agreements across one of Canada's largest rail infrastructure programs.

This role has end-to-end ownership of the consultant contract portfolio and will be supported by a team of contract coordinators. The Project Manager sets the controls, drives procurement and change governance, and holds consultants to their commercial, schedule, and performance obligations. This is achieved working in close partnership with technical teams while owning the commercial and contractual lane.

What you will do:

• Manage the consultant contract lifecycle: Lead procurement support, scope development, onboarding, change control and coordination, payment reviews, and performance tracking across the design and engineering consultant portfolio.
• Lead and develop a team: Direct a team of contract coordinators, including assigning work, setting standards, reviewing outputs, and building team capability to support consistency, accuracy, and project timelines.
• Lead procurement of design and engineering services: Drive procurement planning, scope development, RFQ/RFP preparation, evaluation criteria, technical and commercial evaluations, negotiation support, award recommendations, and consultant onboarding.
• Establish and govern the contract-control framework: Set up and maintain contract registers, procurement trackers, deliverables matrices, change logs, risk and issue registers, commercial-issue registers, and performance dashboards.
• Manage consultant performance: Track consultants against contractual obligations, service levels, deliverable commitments, schedule milestones, budget, and quality requirements; identify underperformance early and drive corrective action.
• Lead resolution of changes and commercial issues: Coordinate the resolution of contract changes, scope gaps, trends, early warnings, and commercial issues. Assess contractual basis, supporting documentation, and schedule and cost impacts, and recommend pathways for resolution.
• Represent the project management function across the program: Interface with procurement, commercial, legal, finance, project controls, engineering, construction, and client-facing teams to resolve contract, payment, and performance issues as they arise.
• Provide visibility to leadership: Produce clear reporting, decision logs, and escalation notes that give leadership a live view of cost, schedule, risk, performance, and contract priorities. Champion proactive issue resolution, dispute avoidance, and disciplined record keeping.

What you bring:

Required experience and capabilities:

• Bachelor’s degree in Engineering, Construction Management, or a related discipline.
• 8-10+ years of progressive experience in contract administration, procurement, commercial management, supplier or consultant performance management within major infrastructure, rail, transit or comparable complex project environments.
• Demonstrated experience administering professional services, engineering, design, consultant, or subcontract agreements. This includes scope management, obligations tracking, correspondence, notices, payment review, change governance, reporting, and closeout.
• Experience supporting or leading procurement processes. This includes procurement planning, scope development, RFQ/RFP preparation, evaluation criteria, technical and commercial evaluations, negotiation support, award recommendations, and consultant onboarding.
• Proven ability to manage multiple consultant contracts, competing priorities, budget pressures, sensitive commercial issues, and cross-functional stakeholders in a matrix project environment.
• Collaborative working style with the ability to build trust, support transparent decision-making, resolve issues constructively, and balance commercial discipline with partnership-based behaviors.
• Excellent written and verbal communication skills, with the ability to prepare clear correspondence, reports, recommendations, briefing notes, contract summaries, and management updates.
• Be a champion of inclusion and diversity.

Preferred assets:

• Experience working in collaborative delivery models such as Progressive Design-Build, Alliance, Integrated Project Delivery, target cost, or other partnership-based contracting environments.
• Strong understanding of how engineering and design services are procured, contracted, administered, monitored, and reported within major infrastructure programs.
• Professional designation such as PMP, MRICS, CIQS would be considered an asset.

Expected compensation for this role is between $130,000.00 and $175,000.00 annually. Base salaries are determined according to multiple factors, including skills, experience, and potential impact in the role. Internal and external competitiveness are also taken into consideration.
