Position Objective
Hotel Dieu Shaver Health and Rehabilitation Centre (HDS) is entering a time of great opportunity and transformation. We are looking for exceptional individuals to be part of our extraordinary team and future that includes a focus on leveraging the latest in hospital planning and design to transform how we plan and deliver patient care at Hotel Dieu Shaver Health and Rehabilitation Centre and across the Niagara region.
Hotel Dieu Shaver is currently in the early stages of a Ministry of Health Stage 1.3 Functional Program for the planning, design, and construction of a new inpatient building. This position would be primarily focused on this initiative, managing its deliverables and providing project support to other organizational initiatives as assigned.
The Project Manager is a key role in the Capital Planning and Redevelopment department. Reporting to the Director, Capital Planning and Redevelopment, the Project Manager will oversee and be accountable for capital planning project deliverables as Hotel Dieu Shaver engages internal and community stakeholders regarding facility planning, design and construction. The Project Manager will engage with, inform and support external agencies such as the government (Ministry of Health, Ontario Health, the City of St. Catharines, Niagara Region etc.) and other stakeholders and funding partners, and negotiate and facilitate consensus with municipal bodies and other regulatory authorities to obtain required approvals. In addition, the Project Manager will oversee and develop projects that meet the latest standards for energy and environmental sustainability, and bring passion for current and emerging hospital design and innovations forward.
Responsibilities
Strategic Leadership and Collaboration:
- Collaborate with clinical, administrative, and project leadership
- Translate strategic objectives into business cases and organizational initiatives
- Liaise with clinical, administrative and project oversight groups to understand and shape project requirements for HDS
Project And Team Management
- Coordinating the development of program requirements for new projects including identifying functional requirements
- Working with user groups, consultants, contractors and other stakeholders through from planning to construction or installation and commissioning
- Arranging for architectural or engineering concept development and studies as well as engage other consultants as required
- Preparing cost estimates, business cases and cost-benefit analyses for project and budget planning purposes
- Managing the construction of facility improvement and capital projects
- Prepare presentations as well as financial and project approval documentation
- Provide assistance in writing scopes of work, technical specifications and guidelines, and recommending sequencing of work
- Identifying, researching, and facilitating alternative funding sources or available commercial or federal incentive programs (e.g. LEED, ESCO, AFP, etc.)
- Developing innovative solutions to complex facility problems
- Assisting with the close-out and settlement of the redevelopment project
- Ensuring that project procurement activities are conducted in accordance with the Health System’s existing and current policies, including the Broader Public Sector (BPS) Procurement Directive
- Ensuring projects adhere to all Building Code, Fire Code, and the Ministry of Health Capital Planning process and any other relevant guidelines and legislation
- Managing space relocation projects
- Identifying risks and developing mitigation strategies
- Developing and implementing/disseminating the communication/marketing, training, and change management plans for the project
- Reviewing processes to ensure that internal controls are appropriate
- Reviewing and analyzing data developing and implementing policies, procedures and standards relative to all aspects of the project(s)
- Lead project design drawings and specifications directly or through external consultants
- Resolve tender difficulties and propose solutions to Management as required
- Maintains project documentation repositories
- Assuming other duties and responsibilities as assigned
Governance And Risk Management
- Maintain a strong focus on governance, change management, and communications, emphasizing outcomes, value delivery, and customer service
- Proactively identify and manage risks and issues, escalating appropriately to senior leadership
Qualifications
- Degree in Architecture, Engineering, Urban Planning, Facility Management, or Construction Management preferred. Equivalent experience and education will be considered.
- Minimum 7 years’ experience managing medium to large scale projects within a multi-site and/or multi-organization context. Experience in healthcare is an asset.
- PMP designation is considered an asset.
- Experience planning for major projects including programming, concept development, implementation and construction.
- Understanding and working knowledge of capital planning strategies, models, and practices required, along with working knowledge of strategies and practices related to the planning, design, construction, and renovations of buildings.
- Candidate must have demonstrated ability to build consensus and foster teamwork among a variety of stakeholders.
- Proven abilities to read and interpret architectural drawings and relevant health and safety regulations and building codes.
- Working knowledge of AutoCAD Bluebeam, MS Project, Excel, Power Point is considered an asset.
- Sound knowledge of facility management principles with exposure/experience in partnering in construction projects would be an asset.
- Exceptional communication, interpersonal, organizational, and planning skills required, along with the ability to analyze, negotiate, and solve problems with a continuous improvement mindset in a fast-paced environment.
- Knowledge of institutional construction estimating and procurement practices considered assets and understanding of Alternative Financing and Procurement preferred.
- Previous experience managing multiple projects and demonstrated ability to work effectively within time deadlines.
- Demonstrated good attendance and performance records with the ability to maintain these same standards.
- Ability to work independently or in a team setting.
- Flexibility with working hours.
- Demonstrated commitment to a healthy and safe workplace for self and others (staff, patients, families, etc.) by taking all reasonable precautions and working in compliance with hospital related policies, health and safety legislation and best practices and completing relevant mandatory education as required.
- Understanding of internal and external policies and guidelines (e.g. Broader Public Sector Procurement Directive, Accessibility for Ontarians with Disabilities Act, Ontario Fire Code, Ontario Building Code, hospital’s IPAC requirements etc.)
- Proficiency in both official languages (English and French) will be considered an asset.
Hours Of Work
The successful candidate will work onsite at HDS, Monday – Friday, 8-hour days (75 paid hours biweekly).
