the company is seeking a Project Manager to support our Capital Planning and Development team. The Project Manager is responsible for the planning, organization, and oversight of large, complex capital projects, as assigned by the Senior Manager. This role ensures projects reflect and enable the company’s clinical priorities, research and education missions, and comply with the Ministry of Health’s Capital Planning frameworkTo be successful in this role, you will possess considerable knowledge and experience in project planning and management, preferably within a healthcare environment. Working closely with leadership, clinical programs, researchers, and external consultants, the Project Manager bridges clinical, academic, and operational needs into facility design solutions that support patient-centered care, innovation, and institutional growth. The role also ensures compliance with the Ministry of Health Capital Planning Manual, the Broader Public Sector Procurement Directive (BPS), hospital policies, and all applicable codes and standards.

The department is responsible for the strategic coordination of space, people, and projects across all sites, ensuring that investments in infrastructure are aligned with organizational priorities and long-term growth.

In this role you will:
  • Lead and manage the planning and design of multiple capital projects simultaneously within a multi-disciplinary team while monitoring project deliverables
  • Translate organizational vision and clinical service plans into facility requirements, incorporating evidence-based design, patient experience, and healthcare delivery best practices
  • Prepare project charters, functional programs, and project definition documents that outline scope, budget, timelines, and risk mitigation strategies
  • Facilitate and lead the creation of early planning project budgets to enable project cost approvals and executive decisions related to capital investments, projects, and program and service growth requests
  • Monitor approved budget spend, commitments, forecast, and cost-to-date for projects during the planning phases, and transition projects beyond planning to project managers responsible for implementation
  • Proactively track project progress and regularly report on project milestones
  • Lead procurement of consultants (architects, engineers, planners, cost consultants, etc.) in compliance with hospital and public sector procurement requirements
  • Direct, coordinate, and oversee consultant teams to ensure deliverables meet quality, scope, and budget expectations
  • Establish and manage project governance structures, including steering committees, working groups, and clinical planning groups
  • Utilize project management and change management skills in working with stakeholders to achieve deliverables, timelines, and milestones
  • Establish and maintain collaborative relationships with stakeholders and integrated inter-professional teams
  • Proactively identify any potential project issues or risks and work with the team to develop effective options for mitigation
  • Along with the Senior Manager, develop RFPs (e.g., services from functional programmers, architects, and engineers), evaluate RFPs, and ensure compliance with hospital policies and procedures
  • Manage the consulting team and verify work performed by the lead and other specialty consultants is complete according to agreements and work plan commitments
  • Verify completion of planning activities and create and report results to various levels of management, including the Senior Manager, Director, Vice-President of Facilities and Capital Development, Steering Committees, and other oversight committees as required
  • Utilize expert-level negotiation skills and conflict resolution strategies to work with external and internal stakeholders, obtaining buy-in and support to ensure the success of planning work and achievement of realistic real-time and long-term strategies
  • Perform other duties consistent with the job classification as required
Job RequirementsMandatory
  • Successful completion of a University Degree or College Diploma from an accredited educational institution
  • 5 years of experience in progressive project management in design, renovation, or construction
  • Applicants with proven equivalent and related training and experience may also be considered
Preferred
  • Degree or diploma specialization in architecture, engineering or planning-related field
  • Previous experience in a health care environment
  • Project Management Professional (PMP) designation
  • Demonstrated experience managing large ($1M+) capital planning projects
  • Experience leading multiple consultant groups and stakeholders
  • Experience with contract and administrative management such as CCDC and OAA contracts
Skills and Knowledge
  • Demonstrated knowledge of project management processes and methodologies
  • Proven ability to manage multiple capital projects and priorities in a complex environment
  • Significant experience managing, organizing and orchestrating complex planning from visioning, through to integration into long-term facility plans that enable the organization to achieve its strategic objectives
  • Demonstrated experience preparing and negotiating with consultants and working with teams to ensure deliverables reflect the needs of the organization
  • Strong leadership and coaching qualities with the ability to engage, motivate and lead small to large teams, resolve team conflicts and work collaboratively with partnering agencies to achieve overarching project and planning goals
  • Knowledge of the emerging healthcare and hospital planning trends and practices
  • Proven ability to effectively hire and manage consultants, sub-consultants and specialty consultants
  • Exceptional analytical and information-seeking skills that contribute to effective decision-making and strategic planning and execution of action plans that deliver results and motivate individuals for greater performance excellence
  • Ability to function effectively, managing multiple demands, in a fast-paced, multi-site environment with competing priorities and time constraints
  • Excellent analytical, organizational, problem-solving and critical thinking skills
  • Excellent oral and written communication, facilitation and presentation skills
  • Excellent interpersonal skills with demonstrated ability to build effective relationships, promote collaboration and drive consensus decision-making
  • Effective team player and strong ability to work in both a team environment and independently
  • Familiarity with the Ontario Building Code, Accessibility for Ontarians Act, CSA Z-8000 Standards for Healthcare Facility Design and CSA Z317 Infection Control
  • Proficient with AutoCAD, Microsoft Project, Outlook and PowerPoint
  • Demonstrated satisfactory work performance and attendance history
