Job summary

Cando Rail & Terminals Ltd. is seeking a Project Manager - Infrastructure Development to oversee end-to-end planning and execution of capital rail projects across North America.

Reporting to the General Manager of Infrastructure Development, you will manage safety, budgets, schedules, design, permitting, procurement, and construction, coordinating with internal teams and external partners. This remote role favors candidates in Canada with travel as needed.

Qualifications

• Bachelor’s Degree in Civil Engineering or P.Eng designation and/or registration with a provincial body in Canada.
• 7+ years of professional experience in railway construction oversight, administration and project management.
• Experience managing teams on collaborative projects.
• Experience in topographic surveying, track/road/municipal design requirements.
• Proven ability to author and contribute to formal written reports.

Responsibilities

• Manage infrastructure development projects through all phases, including design, cost estimation, scheduling and documentation.
• Monitor consultant and contractor performance, identify issues and prevent delays or budget overruns.
• Coordinate design through construction, ensuring adherence to standards, budgets and timelines.
• Lead planning and coordination meetings with stakeholders.
• Provide on-site supervision as required.
• Oversee sourcing, tendering, evaluation and awards for rail/infrastructure materials and services.
• Maintain strong relationships with internal and external stakeholders.

The Project Manager/Project Engineer - Infrastructure Development is responsible for overseeing the end-to-end planning and execution of multiple capital projects for internal and external clients. This role reports to the General Manager of Infrastructure Development and involves all or parts of managing safety, budgets, schedules, design, permitting, procurement, construction, commissioning, and progress reporting for railway infrastructure projects in North America.

• Manage/contribute to infrastructure development projects through all phases, including preparation of conceptual studies, site reconnaissance, cost estimation, responding to third-party RFPs, scheduling, engineering design, and technical documentation.
• Monitor and evaluate consultant and contractor performance, identifying and resolving potential issues to prevent project delays or budget overruns. This includes providing detailed reviews and feedback on third party work products.
• Coordinate and manage projects from initial design through construction, ensuring adherence to standards, best practices, budgets, timelines.
• Lead planning and coordination meetings.
• Provide on-site supervision as necessary.
• Oversee competitive sourcing, tendering, evaluation, and award processes for materials, equipment, and services specific to rail and/or infrastructure projects; including production of forms and templates.
• Maintain excellent working relationships with internal stakeholders, external clients, engineers, consultants, contractors, and third-party entities (government agencies, municipalities, utility providers, public, etc.).

Skills, Knowledge, & Abilities

• Lead engineering and design of civil, mechanical, electrical & instrumentation systems that may be employed in a railway operation, terminal, and/or transloading environment such as railcar and/or locomotive repair facilities, power systems, electrical systems, water management systems, and fire suppression/protection systems.
• Review and revise process deliverables such as process flow diagrams, mass, energy & water balance, single line diagrams, piping & instrumentation diagrams, as well as supporting equipment specification and layout development.
• Reviewing and applying relevant standards, such as municipal/state/federal regulations, building codes, environmental guidelines, and codes and guidelines applicable for tasks such as FRA, AAR, NFPA, AREMA, API, ASME, AISC, NEC, etc.
• Excellent communication skills, both verbal and written, with the ability to engage effectively with diverse stakeholders.
• Works well under pressure while also being flexible, proactive, resourceful, and efficient.
• A strategic mindset with the ability to balance long-term vision with short term goals in project execution.
• Proactive in identifying project risks, opportunities for design improvements, interface challenges, construction efficiencies, and cost savings.
• Proficiency in Windows, Microsoft Project, Excel, Word, PowerPoint, AutoCAD (Civil 3D), and Bluebeam.

Physical/Travel Requirements

• This is a fully remote position though preference will be given to candidates residing in Alberta or Ontario.
• Candidates must reside in and be authorized to work in Canada.
• Travel is anticipated to average between 15-30% but can be over 40% at times depending upon team needs. Travel is typically during the week.
• Must have a valid driver’s license and ability to work in safety critical environments throughout North America.
• Frequent site visits to railway and industrial facilities, which require walking on uneven ground, climbing stairs/ladders, and other similar activities

Education & Experience

• Bachelor’s Degree in Civil Engineering or Professional Engineer (P.Eng) designation, or valid registration with a provincial engineering regulatory body in Canada.
• Minimum 7 years of professional experience in the railway industry, with emphasis on construction oversight, administration, and project management.
• Experience managing teams working collaboratively on projects.
• Experience in topographic surveying, track, road, and municipal design requirements.
• Proven track record in researching, authoring, and contributing to formal written reports.
