Job description

Objective

The Program and Project Management Division (PPMD) of Information Management and Technology Directorate (IMTD) requires the professional services of Information Management/Information Technology (IM/IT) Project Manager(s) (PM) to manage and coordinate a wide range of client-facing systems development initiatives as well as infrastructure technology upgrade projects.

Task

The PM may be required to perform, but not limited to, the following:

  • Manage the deliverables of several project team members to ensure successful delivery of project elements.
  • Liaise with other functional groups within Shared Services Canada (SSC) and IM & IT Security to ensure that project deliverables are scheduled, and resources are assigned.
  • Manage the project during the planning, development/implementation and operational startup by developing a capacity plan to ensure that resources are available and that the project is developed and is fully operational within previously agreed time, cost and performance parameters.
  • Formulate problem statements; establish procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtain approval thereof.
  • Define and document the objectives for the project; determine budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team.
  • Report progress of the project on an ongoing basis and at scheduled points in the life cycle.
  • Closely monitor project scope, schedule & costs and create project change requests as needed to track any significant changes.
  • Closely manage risks & issues by collaborating with stakeholders, governance and team members to brainstorm options and provide recommended path forward as mitigation.
  • Meet with stakeholders, governance members, and other project managers to provide comprehensive updates, obtain critical project decisions and outline encountered problems with the right context, options analysis and recommended solutions.
  • Prepare plans (including timelines, work and resource breakdown structures), charters, charts, tables and diagrams to assist in analyzing or displaying problems.
  • Track change requests.
  • Develop risk management, implementation, release management, transition, communication and quality management plans.
  • Provide input to technical documentation.
  • Develop and deliver presentations.
  • Draft and submit progress reports using the department project management framework.
  • Work with a variety of project management tools.
  • Adapt and tailor the project approach as the situation demands while remaining compliant with the department gating process.
  • Project lessons learned, closure & sign-off.

Mandatory

M1 - The Bidder must demonstrate that the proposed Level 3 PM meets the minimum requirements for this resource category and level - 10+ years of experience, or 5+ years of experience with a recognized professional certification.

M2 - The Bidder must demonstrate that the proposed resource has worked on a minimum of two (2) Information Technology-enabled transformation projects* within the last 10 years, at the time of solicitation closing. For each project, the resource must have performed at least six (6) out of the following ten (10) tasks:

  1. Managed the deliverables of several project team members to ensure successful delivery of project elements.
  2. Liaised with other functional groups (e.g., IT Security, HR, Records Management) to assign resources and schedule deliverables.
  3. Managed the project during the development, implementation and operations startup by developing capacity plans to ensure the project was fully operational within agreed time, cost, and performance parameters.
  4. Formulated problem statements; established procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtained approval thereof.
  5. Defined and documented project objectives, budgetary requirements, and the project team’s roles and responsibilities.
  6. Reported progress by providing updates on timelines and deliverables of the project on an ongoing basis and at scheduled lifecycle points.
  7. Met with stakeholders and other project managers to outline encountered problems, resolve project challenges and outline solutions comprehensively.
  8. Prepared plans, charts, tables and diagrams to assist in analyzing or displaying problems, worked with a variety of project management tools.
  9. Followed a Project Management Gating Process to ensure project milestones were met and approved.
  10. Obtained formal approvals and signoffs at key project milestones.

*For the project to qualify it must have:

  1. Had a project value of at least $1,000,000 dollars Canadian including all costs incurred by the sponsoring organization, and
  2. Been a minimum duration of 6 months, and
  3. The IM transformation impacted at least 500 employees.

To demonstrate compliance with this requirement, the Bidder must provide, at a minimum, for each of the two (2) projects submitted, the following information:

  1. Client organization name for whom the services were performed.
  2. Project description overview of the project, including its purpose and intended outcomes.
  3. Project duration, start and end dates (month/year to month/year).
  4. Resource role and overall responsibilities of the resource.
  5. Tasks performed identifying which of the ten (10) tasks were completed, including a brief description of how they were executed.
  6. Impact of the project on the employees.
  7. The Project metrics, providing evidence of the project's scope:
  8. Minimum project value of $1 million CAD.
  9. Duration of at least six (6) months.
  10. Impact on at least 500 employees.

M3 The Bidder must demonstrate that the proposed resource has a minimum of 36 months of experience since April 2019 managing digital transformation projects** following the Directive on the Management of Projects and Programmes- Canada.ca

For each project, the Bidder must demonstrate at least 4 of the following:

  1. Governance alignment: established or followed a governance structure aligned with the Directive, and ensured that the project’s objectives aligned with organizational priorities and GC outcomes;
  2. Project lifecycle oversight: managed the project lifecycle stages (e.g., initiation, planning, execution, monitoring, closure) using Government of Canada’s gating process;
  3. Stakeholder engagement: identified, engaged, and collaborated with key stakeholders, including executive-level sponsors and cross-functional teams, to define project goals and secure approvals;
  4. Risk and issue management: assessed, mitigated, and documented project risks and issues throughout the lifecycle in alignment with the directive;
  5. Performance metrics: established project performance indicators to monitor and measure progress and report outcomes effectively.
  6. Project deliverables: delivered defined outputs that aligned with the project's scope, objectives, and Government of Canada standards.

*For a project to qualify it must meet at least one of the following thresholds:

  1. Had a project value exceeding $1 million+ dollars Canadian including all costs incurred by the sponsoring organization
  2. Been a minimum duration of 12 months
  3. Impacted at least 500 employees or external stakeholders.

Rated

R1 The Bidder should demonstrate the proposed resource’s experience managing projects involving multiple internal stakeholders’ groups or lines of business (minimum of 2 groups or branches).

*For the project to qualify the resource must have:

  1. Established project deadlines and deliverables through stakeholder consultation, and
  2. Negotiated changes to deadlines and deliverables to address evolving project needs or constraints

To demonstrate compliance with this requirement, the Bidder must provide, at a minimum, for each project submitted, the following information:

  1. Client organization name for whom the services were performed.
  2. Project description overview of the project, including its purpose and intended outcomes.
  3. Project duration, start and end dates (month/year to month/year).
  4. Resource role and overall responsibilities of the resource
  5. Description of the tasks performed by the resource including:
  6. Internal stakeholder Groups including name the groups/branches involved and describe their roles in the project; and
  7. Supporting evidence, providing specific examples of how scope and schedules were established and negotiated.
  8. How were conflicting requirements managed?

R2 - The Bidder should demonstrate the proposed resource’s experience implementing and managing projects that followed a defined project management gating process.

To demonstrate compliance with this requirement, the Bidder must provide, at a minimum, for each project submitted, the following information:

  1. Client organization name for whom the services were performed.
  2. Project description overview of the project, including its purpose and intended outcomes.
  3. Project duration, start and end dates (month/year to month/year).
  4. Resource role and overall responsibilities of the resource
  5. Description of the tasks performed by the resource including:
  6. The gating framework used (e.g., Government of Canada’s gating process or equivalent);
  7. Specific deliverables produced at each lifecycle stage, and
  8. Key approvals obtained at each milestone.
  9. Gating methodology, identifying the methodology/framework (e.g., GoC or PMI); and
  10. Deliverable details, providing examples of key deliverables and approvals.

R3 - The Bidder should demonstrate the proposed resource’s experience in the last 60 months managing project governance through presentations, formal communications & updates, options analysis for risk management and decision making.

To demonstrate compliance with this requirement, the Bidder must provide, at a minimum, for each project submitted, the following information:

  1. Client organization name for whom the services were performed.
  2. Project duration, start and end dates (month/year to month/year).
  3. Subject matter/topic (e.g., status update, risk analysis);
  4. Level of attendees (e.g., CIO, VP); and
  5. Outcomes influenced by the presentation (e.g., approvals, decisions).

R4 - The Bidder should demonstrate that the proposed resource has experience in tailoring project management methodology (agile, traditional, hybrid) as per the need and has experience in all 3 project management methodologies.
