Position Summary

Reporting to the Executive Vice-President, Major Projects, the Project Manager will direct and exercise functional authority over all aspects of construction projects, including planning, organization, the budgeting process, and cost reporting. The Project Manager will ensure that the objectives of each project are achieved on time, on budget, and that quality and safety standards are met. They will also coordinate staff to successfully achieve goals and objectives.

Key and Essential Responsibilities and Functions
  1. Responsible for managing the profitability and loss of the assigned project.
  2. Oversees the activities of all direct reporting entities, including the Safety Manager/Engineer, Quality Manager/Engineer, Engineering Manager, Construction Manager/Superintendent, Contract Manager, and Account Controller.
  3. Ensures the efficient and compliant management and coordination of engineering, planning, procurement, materials control, construction, and system/start-up testing.
  4. Establish and maintain a competent resource in each area/department listed above to meet the requirements of the contract.
  5. Assists in the preparation, evaluation, modification and, finally, assumes responsibility for the completion cost estimates established for each phase of the work.
  6. Ensures an effective business relationship with the customer and all levels of subcontractors and suppliers.
  7. Maintain effective discipline and good staff morale.
  8. Verifies estimates based on a detailed evaluation of the service offering specifications.
  9. Represent PNR RailWorks or associated joint ventures, including in the preparation and presentation of reports to the Executive Committee and third parties.
  10. Provide written correspondence with customers, designers, partners, subcontractors, suppliers, and other parties as necessary.
  11. Hiring and managing staff.
  12. Labour planning and compliance (including unions).
  13. Administer financial tracking systems to monitor project costs and estimates.
  14. Perform other related duties as required.
Skills and Qualifications Required
  • Undergraduate degree or a degree in a related field such as civil engineering, construction management, or project management is highly prioritized.
  • Minimum of 10 years of relevant experience in a major heavy civil project environment, with in-depth knowledge of construction industry practices, methods, processes, and standards, and their impact on project activities.
  • Professional designations such as an engineer or project management professional are assets but not required.
  • Demonstrated experience in project accounting, controls (cost, schedule, change management), materials management, contract management, subcontract management, safety, and quality.
  • Successful experience in planning and executing major projects on time and on budget.
  • Ability to interpret and understand regulations and contracts.
  • Understanding of alternative project delivery models, risks, and interface management.
  • Proficiency in Microsoft Office, Hard Dollar or JD Edwards software.
  • Leadership qualities; applying innovative management techniques to maximize employee performance.
  • Effective communication skills, both verbal and written, with the ability to make presentations.
  • Strong customer relationship management skills, influencing, and organizing abilities.
  • Participation in management meetings in North America; a valid passport is required.
Physical Demands and Working Conditions
  • Exposure to outdoor construction sites in all weather conditions.
  • Primarily working from the project office with significant overnight travel (mainly in Eastern Canada), with occasional work from home as approved by management.
  • Work may occur near live tracks (trains).
