Responsibilities

  • Provides project management on large-scale, complex, high-profile, high-risk OPS I&T initiatives.
  • Ensures deliverables meet business requirements on time, scope and budget, ensuring cost-effectiveness and compliance.
  • Leads organizational development, strategy development, and funding requests.
  • Gathers requirements to create and maintain detailed project schedules or integrated plans.
  • Forecastes project costs and provides reporting to meet targets.
  • On-boards team members across disciplines and defines roles and performance expectations.
  • Resolves conflicts, negotiates resource changes, and shares knowledge across the team.
  • Develops budgets across multiple funding channels and cross-ministry dependencies.
  • Maintains fiscal control with estimates, forecasts, reconciliation of actuals.
  • Identifies risks early and develops mitigation strategies for decisions.
  • Articulates issues and risks to senior executives and suggests mitigations.
  • Establishes steering committees and stakeholder forums.
  • Provides project, program, and portfolio reporting to multiple executives.
  • Promotes best practices for I&T project management and standard methodologies.

Job description

Our client is a top financial institution with significant North American holdings. They have operations across most major verticals, including institutional & corporate, wealth management, private clients, commercial banking, treasury, and retail banking.

Robertson is seeking a skilled Project Manager to join our client in support of an existing vacancy.

Job Responsibilities:
  • Provides project management on large scale, complex, high profile and high-risk projects for OPS I&IT initiatives
  • Ensures project deliverables meet clients’ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
  • Leads organizational development, strategy development, business planning, and Ministry funding requests
  • Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan
  • Monitor and forecast project costs and provide reporting and input to ensure targets are met
  • Sources, selects and on-boards team members in various disciplines, clarifies roles and responsibilities, and sets task, deliverable, and performance expectations for resources that are both OPS unionized employees and fee-for-service (FFS) consultants
  • Resolves resourcing and interpersonal conflicts, negotiates changes to resourcing, and ensures knowledge is shared among team members to achieve project objectives and deliverables
  • Develops complex project budgets based on multiple funding channels and cross-ministry dependencies
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability, including estimates, forecasts, and reconciliation/confirmation of actuals
  • Proactively identifies potential risk events and issues before they occur so that proper mitigation strategies can be developed
  • Articulate and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers
  • Establish and participates in steering committee and stakeholder forums
  • Provide project, program, and/or portfolio reporting to multiple stakeholders at senior executive levels
  • Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects including concept, definition, planning, implementation, and close-out
  • Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and effective use of I&IT resources
Experience & Qualification Requirements:
  • Executive-level briefing experience
  • Previous experience in successfully managing infrastructure development projects
  • Experience with public sector business case/funding acquisition and competitive procurements
  • Experience managing large-scale, complex, integrated project plans and implementation plans
  • Experience managing executive relationships and dealing with senior executives
  • PMP (Project Management Professional) certification
  • Extensive experience managing procurement and purchasing initiatives, including vendor management, contract administration, acquisition processes, and procurement compliance
  • Demonstrated experience meeting all mandatory qualifications outlined in the PM technical requirements
  • Previous experience in successfully managing infrastructure development projects
  • Experience with public sector business case/funding acquisition and competitive procurements
  • Experience with procurement processes and with similar procurement challenges, ensuing a clear understanding of the OPP’s unique requirements
  • Knowledge and experience in project-managing large-scale innovative initiatives
  • Experience managing large-scale, complex, integrated project plans and implementation plans
  • Experience in identifying project scope and managing stakeholder expectations
  • Experience managing executive relationships and dealing with senior executives
  • Excellent analytical, problem-solving, and decision-making skills to conduct a comprehensive review of current procurement processes, identifying inefficiencies, bottlenecks and opportunities for improvement
  • Demonstrate proficiency in change management, providing a plan to facilitate a smooth transition for the procurement team during the implementation phase
  • Excellent verbal and written communication skills
  • Knowledge of fiscal/budgeting elements of large-scale projects
  • Highly developed interpersonal and negotiation skills
  • Ability to work independently and as part of a team
  • Track record of meeting deadlines
  • Experience developing and managing project schedules, deliverables, and scope
  • Ability to promote I&IT project management best practices and adherence to standard methodologies
  • Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
  • Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
  • PMP (Project Management Professional) certification
  • Extensive experience managing procurement and purchasing initiatives, including vendor management, contract administration, acquisition processes, and procurement compliance
  • Demonstrated experience meeting all mandatory qualifications outlined in the PM technical requirements
