Job Description
To coordinate, lead technical and project management activities along with contracted Services and managing contracts for TS&LO section of Solid Waste Management Services Division. Leads & Develops Divisional policies, procedures and strategic direction as it relates to in-house and contracted services.
Major Responsibilities
- Prepare procurement documents, including RFQs and RFPs, for goods and services required by the F&EM Unit.
- Collaborate with PMMD, CAPS, and the Corporate Procurement team to support procurement activities.
- Ensure timely contractor payments and resolve invoice discrepancies.
- Address technical and contractual issues proactively to prevent breaches.
- Manage contractor relationships ensuring services and invoices meet contractual terms.
- Monitor contracts to ensure compliance and completion of work.
- Support contract management by developing procedures, protocols, and performance tracking tools.
- Oversee maintenance and repairs of facilities and equipment through contracted services, ensuring compliance.
- Identify deficiencies and document disputes regarding contracts.
- Implement plans and recommend policies to meet program needs.
- Administer budgets within approved limits.
- Supervise project team members and support staff, promoting teamwork and high standards.
- Manage projects with effective communication and quality deliverables.
- Provide technical guidance to support City initiatives.
- Assist in budget development and financial monitoring.
- Analyze data to recommend improvements.
- Represent services on committees and develop tracking tools for projects.
- Prepare reports, conduct site visits, and analyze data for trends.
- Design policies and operational processes.
- Prepare project plans and reports for management.
- Draft scopes of work for contracts.
- Coordinate with public, contractors, and officials to resolve operational issues.
- Maintain records and asset management plans.
Key Qualifications
- Post-secondary education in Engineering, Certified Engineering Technology, or related, or equivalent experience.
- Experience in maintenance of facilities and equipment, especially in waste management.
- Experience with procurement processes and policies.
- Skills in research, data analysis, and presentation.
- Experience with databases and software like Excel, SAP, Maximo.
- Ability to manage contractors and projects independently.
- Valid Ontario Class "G" Driver’s License.
- Excellent communication and report writing skills.
- Strong problem-solving and relationship-building skills.
- Knowledge of Ontario legislation and safety regulations.
